Job Description

Blu Omega is a Woman Owned Small Business IT services firm located in Washington, D.C. We provide Technology solutions for enterprise and government customers. Our team has a past performance in a diverse range of programs including those for Data Management, Cloud/Infrastructure, Software Development and Enterprise Applications.


We are seeking a Communications and Outreach Specialist to support a NIH initative. This work is 100% remote based out of the Washington, D.C. metro area. U.S. Citizenship is required along with the ability to obtain and maintain a clearance.


Responsibilities include:


• Engaging with customers through the primary client communications channels (e.g., Microsoft Teams Channels, relevant email distribution lists, ServiceNow tickets, etc.), as well as responding to customer requests for information on the STRIDES Initiative.

• Identify trends in customer requests and coordinate with teams across Cloud Services to develop website FAQs and/or Knowledge Base articles to clarify and document common use cases or frequently asked questions.

• Coordinate across Cloud Services teams to ensure that customer inquiries are answered appropriately and in a timely fashion.

• Coordinate with other Cloud Services team members to identify, schedule, and support a range of other learning and workforce development activities for NIH and its designated recipients, including but not limited to workshops, webinars, CSP “office hours”, and related activities.

• Analyze, design, develop, and implement communication and outreach programs, projects, and initiatives.

• Determine the best approaches, venues, and technologies to convey ideas, messages, program strategies, etc., and implement such programs and initiatives.

• Utilize oral and written communication skills to transfer ideas through various channels of communication with the intent to persuade and influence, and advise, inform or direct intended and select audience(s).

• Conduct benchmarking across multiple functional areas and draft, edit, and document findings into decision briefs or other process formats for senior leaders review and action.

• Utilize social media platforms that support and promote research, design, incorporate, and implement detailed communication and outreach strategy and plan for workforce knowledge and sharing during transition, transfer, and transformation phases.

• Conduct initial analysis to determine course of actions that will identify required scope of effort necessary to meet mission communication and outreach expectations and requirements.

• Advise on effective utilization of technologies to support various efforts and coordinate efforts across organization functions and other support personnel for a unified approach in executing requirements.


Position Qualifications:

• Bachelor’s degree required, Master’s preferred.

• Minimum of five years’ experience in analyzing, designing, developing, and implementing communication and outreach programs, projects, initiatives.

• Experience in oral and written communication skills as demonstrated by the ability to transfer ideas through various channels of communication with intent to persuade and influence, and advise, inform or direct intended and select audience(s).

• Experience in benchmarking across multiple functional areas and drafting, editing, and documenting findings into decision briefs or other process formats for senior leaders review and action.

• Experience and proficiency in utilization of social media platforms that support and promote research, design, incorporate, and implement detailed communication and outreach strategy and plan for workforce knowledge and sharing during transition, transfer, and transformation phases.

• Expert knowledge in/with MS Office suite; Word, Excel, Powerpoint

• Ability to obtain and Maintain a Clearance

• US Citizenship REQUIRED
