Under the general direction of the Transportation Planning and Programming Manager, this position will assist with planning, administration, project management, and compliance for grants allocated to the City of Arlington.
ESSENTIAL JOB FUNCTIONS:
- Prepares planning and grant documents, needs assessments, and performance summaries in accordance with federal regulations and City policy.
- Provides technical assistance, assist with the grant review process, contracting, and the award of federal funds.
- Produces professional and technically accurate written documents, correspondence, reports, brochures, newsletters, staff reports, and PowerPoint presentations in order to present information in a concise and meaningful way to community groups, the general public, and City officials
- Serves as team lead on reporting for grant-funded projects, provides feedback to Supervisor on overall team performance and recommends improvements; may serve as acting Supervisor when that position is out of the office
- Provides technical assistance and monitoring of grants to ensure that the City receives quality programs and products and that grants carry out activities and projects in accordance with the contract and applicable regulations
OTHER JOB FUNCTIONS:
- Ability to plan, direct, monitor and provide management oversight for grant activities. May provide management of personnel supporting a team environment.
- Ability to plan, direct and monitor preparation and implementation of annual grant projects for the Transportation Department.
- Manages reporting requirements related to a variety of grants.
- Ability to plan and implement actions that ensure meeting all regulatory requirements for federal, state, local grants.
- Develops tools to manage and monitor compliance efforts and track grant implementation.
MINIMUM REQUIREMENTS:
Knowledge, Skills and Qualifications:
- Knowledge of office software and research tools to accurately plan, track, and document grant-funded activities and projects.
- Ability to understand and interpret federal regulations governing grant funding
- Ability to research information using the internet and other sources
- Ability to effectively communicate with contractors, non-profits, clients, co-workers.
- Ability to lead staff and effectively coordinate staff teams to ensure grant compliance.
- Ability to accurately maintain grant documents and project files.
- Ability to accurately perform basic and intermediate mathematical functions and formulas.
- Ability to perform basic and intermediate arithmetic calculations accurately.
- Ability to analyze statistical reports, budgets, plans and research documents to ensure compliance with grant-funded programs.
- Ability to maintain records and prepare reports.
- Ability to enter data electronically into federal data collection systems
- Ability to receive detailed information through oral communications and make discriminations in sounds.
- Ability to operate a variety of office equipment including but not limited to a personal computer, telephone, and calculator.
- Ability to produce professional written documents including plans, grant applications, reports, correspondence, and presentations.
- Ability to clearly and effectively communicate orally and in writing with persons from varied socio economic, ethnic and racial backgrounds.
- Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies and personnel.
- Ability to perform a variety of physical skills including but not limited to filing, sorting, seeing, and sitting.
- Ability to communicate sensitive information in a professional manner to clients and staff.
Qualifying Education and Experience:
A Bachelor's degree in the area of Business, Planning, Social Work, or related field plus two years of related experience; or any equivalent combination of education and/or experience is required. A Master’s Degree in the area of Business, Planning, Social Work, or a related field is preferred. An Offer of Employment is conditional upon satisfactory completion of a Criminal History Check.
