Job Description
General Description

The City of Madison Finance Department is seeking qualified candidates for a Grant Writer position. This is professional work primarily responsible for seeking out grant funding opportunities and writing grant proposals to support activities and programs benefitting the residents of the City of Madison, and advancing the City's mission and priorities. Work is performed under the supervision of the Internal Audit Manager or other high-level supervisor and involves collaborating with City staff and community organizations to secure additional resources for services or other programs. Work is characterized by judgment, discretion, and initiative in completing assignments.

This position offers the opportunity to telework up to three (3) days per week, subject to supervisor approval.
Employees may be eligible for loan forgiveness through the Public Service Loan Forgiveness Program.

Examples of Duties and Responsibilities

  • Work with City staff to put together grant applications including budgets, or other Enterprise Resource Planning system requirements.
  • Coordinate Citywide proposals and projects with other City agencies and related private or public sector efforts.
  • Prepare required monthly reports on funded and non-funded project status and position papers related to Citywide grant writing efforts.
  • Provide related staff support to the Common Council, commissions, boards, and other policymakers.
  • Perform other related work as required.
  • Prepare Citywide grant applications and proposals for submission, including writing, reviewing, and editing grant applications and proposals, and other system requirements.
  • Conduct research regarding potential funding sources and analyze the feasibility of pursuing grant opportunities.
  • Participate in providing information and answers to inquiries from the general public, non-profit community developers, for-profit developers, and others interested in seeking City assistance.
  • Maintain knowledge of City priority initiatives. Provide information to City staff regarding potential grant, fundraising, or other resource opportunities.
  • Evaluate Citywide proposals for eligibility, effectiveness, and conformance to established goals and priorities.
  • Review grant applications including budgets and make recommendations.
  • Ensure Citywide grants are submitted within established timeframes.
  • Maintain awareness of programs run by various City agencies to determine the feasibility and prudence of pursuing specific grants, other fundraising opportunities, or strategies.
  • Assess potential funding sources for projects and services the City of Madison provides.
  • Establish and maintain relationships with funding sources and prospective grant-funded project partners.

Minimum Qualifications

  • Bachelor's degree in public or business administration, accounting, auditing, education, business, communications, journalism, public relations, English, or a related field.
  • Three (3) years of experience in researching, writing grants, and general grants administration (grant development experience).

If an applicant does not possess the specific requirements listed above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:
Two (2) years of experience with the following:

  • Public and business administration, principles, and practices; AND
  • Use of computer software (MUNIS Grant Master or similar) applicable to the duties of the position.
Familiarity with:
  • Loan and grant program principles and processes, including grant writing and related laws and regulations.

Special Requirements

The successful candidate may be expected to visit various community organizations for meetings. In addition, they may be expected to attend meetings outside of regular work hours, including evenings or weekends.
Physical Requirements:
Work is primarily sedentary in nature and performed in an office environment. The employee will be expected to use standard office equipment such as a telephone, computer, Enterprise Resource Planning (ERP) software, calculator, copier, and fax machine.
