Governmental funding and public-private partnerships (PPP) have become increasingly important in the healthcare sector. The R&D Global Government Grant Office (G3O) is established as a Center of Excellence of dedicated J&J business partners to help secure and maximize external funding and collaboration opportunities for Janssen in order to advance products in our pipeline and offer treatment solutions for unmet medical needs to impact and improve the lives of patients everywhere. G3O will help to ensure consistency and compliance in contracts & grants across the organization for the benefit of Janssen and Johnson & Johnson and its external partners.

Acting on behalf of Johnson & Johnson pharmaceutical and medical devices operating companies, G3O is responsible for ensuring efficient and compliant end to end contracting with PPPs, including U.S Government entities such as National Institutes of Health, Biomedical Advanced Research and Development Authority (BARDA), various agencies within the US Department of Defense, other Government funding agencies and also Non-Government Organizations (NGOs) such as Bill & Melinda Gates, Wellcome Trust, Michael J. Fox Foundation and others.

Key Responsibilities:

During the solicitation or opportunity identification process the Grant Expert, Manager, is responsible for identifying the potential opportunities and providing guidance to the G3O Focus Area Lead and the J&J Business Partners (e.g. Pharma TA Heads, Medical Devices Platform and Project Leads, Legal, Finance and other Stakeholders) regarding the funding instrument benefits and obligations, specific rules, internal procedures associated with the various funding sources/agencies as well as identifying recent awards including competitive awards. He/she will also participate in the prioritization and selection process of a targeted calls/solicitations.

During the proposal development process, as the proposal coordination lead, he/she will lead the grant/contract application process from initiation through proposal development/grant writing, submission and be involved in award negotiations through to execution and contract transition to the Contract Lifecycle Management (CLM) and Project Management (ExPOINT) team. He /she will closely collaborate with other functions including legal, healthcare and Government compliance, finance, project management and procurement teams to receive internal approvals and finalize all required documents.

  • Supporting the signature process of Engagement Forms, for which the Business Partner, Business Liaison and/or Negotiator have a leading role
  • Keep track of project submission timelines and deadlines and coordinate the process to meeting these delivery/submission dates
  • Ensuring that the business partners understand the contractual obligations, in collaboration with other G3O partners (e.g. Legal, IP, Funding Type Expert and Proposal Coordinator)
  • Support the management of proposal and contract data in JForce, G3O’s proposal data source; upload all required proposal documents in VeevaVault
  • Support the G3O Focus Area Leads and Business Partners in the identification of Contract/Grant opportunities aligned to the identified priorities. Support may include the identification of benefits and obligations, specific rules, internal procedures associated with the various funding instruments/sources.
  • Lead the External Funding Stakeholder (ExFT) Team in proposal development and grant writing. Support may include efforts associated with development of technical, non-technical and cost proposals, negotiation of terms & conditions and support of the contract transition activities from the G3O Front Office to the CLM and ExPOINT teams.

Qualifications

Education:

Minimum of bachelor’s degree is required. A bachelor’s degree (or equivalent) in Life Sciences, Biotechnology, Medical, engineering or related field is preferred. An advanced degree and/or focused degree in business management areas such as Finance, Accounting, Operations, or due to the scientific interactions that are often required with the internal research, development or technical teams and external funders a PhD/MD is also preferred.

Experience and Skills:

Required:

  • A minimum of eight years total business experience in either Government or Commercial or R&D Contracting.
  • A minimum of five years U.S. Government R&D Contracting and Grants experience, with the NIH, BARDA and/or US DoD agencies is required.
  • Experience in Pharma/Biotech/MedTech or academic research or R&D Contract Management is required
  • The ability to collaborate effectively (including hands on support for technical, non-technical and financial teams) with all levels of the organization/management and influence decision-making across matrix organizations and outside J&J is required.
  • Experience with organizational complexity involving various functional stakeholders is required.
  • Minimum 4 years of project/program management experience (demonstrated experience with PPP/Government R&D contracting project management) is required.
  • A minimum of three years of working experience in Pharmaceutical and/or Medical Devices Industry is required.

Preferred:

  • Strong financial acumen and business case development experience is preferred.
  • Experience developing and documenting processes are strongly preferred.
  • Experience in the life sciences, R&D, compound development, product development or similar scientific related research would be desired.
  • A sound working knowledge of a R&D environment in one or more of the following areas: Pharm, Medical Devices Global External Innovation, Discovery Sciences, Supply Chain, Data Sciences.
  • Strong working knowledge of analytic tools including Excel is required
  • Demonstrated ability to address then resolve issues and conflicts by communicating difficult information tactfully and diplomatically is required.

Other:

  • Position will be located in the continental US, preferably in the NJ, PA, DC area, the exact location may be negotiated and will require up to 20% travel.
  • Excellent English verbal and written communications skills are required, a second language (Dutch, German, Italian, French) desired.

The base pay range for this position is $97,000 - $166,750

The Company maintains highly competitive, performance-based compensation programs. Under current guidelines, this position is eligible for an annual performance bonus in accordance with the terms of the applicable plan. The annual performance bonus is a cash bonus intended to provide an incentive to achieve annual targeted results by rewarding for individual and the corporation’s performance over a calendar/ performance year. Bonuses are awarded at the Company’s discretion on an individual basis.
