Overview:


We are seeking candidates for the Geographic Information System (GIS) Analyst role to support the toxicology team at the North Carolina Department of Health and Human Services (NCDHHS). This position may be responsible for preliminary development of project and program plans, regulations, standards, and guidelines. In addition, this role will be responsible for establishing work priorities and performance standards, participating with upper management in training, and project management to include technical data collection, analysis, interpretation, and report writing. Well-qualified candidates will have some experience with regulatory or permit inspection and/or compliance, negotiation and enforcement, public relations, policy communication and administrative program oversight. The GIS Analyst is fully competent in all aspects of a technical discipline or field requiring a deep understanding of scientific theory, or a broad understanding of involved practices, precedents, facts, and conditions.


Qualifications:


  • Bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field and at least 4 years’ experience (or) Master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing or overseeing projects or component(s) of programs that are environmental in nature
  • Preferred to have two years’ of experience in project planning, providing technical assistance to internal and external stakeholders, and regulatory policy analysis


Responsibilities:


  • Represents the jurisdiction in a specific program/discipline and applies advanced technical understanding of the program/project requirements
  • Responsible for planning, researching, organizing, and implementing program or program component activities
  • Incumbents may serve as technical leads for a specific program area or program component at the jurisdiction or may serve as a team lead for a project and support junior level staff on a project-by-project basis
  • Assesses environmental impact and solves complex problems to meet project goals
  • Implements plans or measures which will improve environmental program/project quality
  • Serves as a jurisdiction liaison to industry, the regulated community, other agencies, and the public
  • Works to develop recommendations for project or regulatory solutions

This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and North Carolina Department of Health and Human Services, in order to best support the State of North Carolina in their public health programming.


This position will report to the NCDHHS Environmental Toxicologist.
