The State of New Hampshire, Department of Environmental Services, Commissioner's Office, Project Management & Innovation Unit has a full time vacancy for a Business Systems Analyst II - Geospatial Business Systems Analyst.
Summary:
Evaluates business policies and leads the development and implementation of an enterprise environmental information system at the Department of Environmental Services (DES) that integrates geospatial data functionality into the daily workflows of program implementation and expands the accessibility of environmental data to the general public.

MINIMUM QUALIFICATIONS :
Education: Bachelor’s degree from a recognized college or university preferably with a major in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.
Experience: Seven years' experience in systems analysis, broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education
License/Certification: None required.
Special Requirements: At least fifteen (15) credit hours in the field of geospatial technology and at least three years of systems analysis or administration of a GIS program or function within an environmentally focused organization. Experience with SQL and Oracle database management and ESRI ArcGIS desktop and server.
Preferred Qualifications: Strong communication skills. Experience with establishing and communicating priorities and budgetary needs, tracking and managing projects, and leading and coordinating GIS staff and resources across an organization. Experience specific to developing processes for quality assurance and quality control of geospatial data is also desired.
Responsibilities:
Assists the Data and GIS Management units in order to implement a well-managed, fully-functional enterprise environmental information system serving the diverse needs of the agency and its many programs. Recommends functional improvements to current systems utilizing the latest developments in GIS and database technology.
Coordinates with staff to design and implement procedures and workflows to collect, prepare, evaluate, and analyze data for use in the development of DES OneStop or another environmental information system.
Provides technical assistance to program staff performing spatial data work in enterprise applications and systems. Creates and updates documentation related to spatial data applications.
Analyzes and investigates issues related to DES OneStop or other enterprise information systems. Compiles documentation for corrective action and schedules solution implementation to minimize system downtime.
Develops and executes test plans for issue resolution, system maintenance, and application upgrades for enterprise environmental information systems and platforms, including web-based solutions. Summarizes and reports results to the Project Management Administrator, Managers, and designated DoIT staff.
Utilizes latest development tools and languages to develop and maintain applications which may include online applications and the integration of third-party APIs in order to achieve desired functionality, workflows, and system integration.
Assists with the development and implementation of agency-wide data standards, including enterprise and desktop tools, training, field data collection methods, and metadata requirements.
Researches and advises on GIS and data related priorities and budgetary needs, and coordinates resources with programs across the agency
Regularly conducts user needs assessments and research pertaining to training, software tools, and system design, in order to translate user needs into spatial data applications and services .
Continually seeks to improve practices to add quality and value in support of the Department's mission and GIS Program goals while identifying and eliminating unnecessary or redundant actions.
