This position is part of an integrated team that works to deliver vital applications, tools and information to advance the agency's mission to provide protection of lives, property and natural resources from wildfires and other disasters. It provides dedicated geospatial support and analysis to the Forest Resource Protection (FRP) Division and its programs that are focused on enhancing the agency's preparedness and response capabilities as outlined in the Texas Wildfire Protection Plan. It also plays a pivotal role in guaranteeing the accurate collection, storage and processing of data, while ensuring its timely accessibility to authorized personnel to increase situational awareness and enable informed decision-making processes that are driven by reliable and up-to-date data.
The Geospatial Analyst I supports geospatial application development and conducts geospatial analyses in support of FRP program areas. Assists with the implementation of key projects and identifies opportunities where geospatial analyses can provide solutions to complex issues. Assists professional staff in the design and delivery of accurate and timely analyses of wildland fire and natural resource related issues. Builds capacity and facilitates effective communication of technical information through the creation of comprehensive reports, compelling presentation and informative websites. This job may occasionally require working extended hours and weekends in support of emergency response operations.

Responsibilities:
  • Occasionally support emergency response operations as requested, which may include working extended hours and weekends.
  • Assist in the management, development and maintenance of geospatial projects and applications.
  • Gather, compile, develop, store, manage and process complex raster and vector data sources in support of geospatial analyses and applications, including maintaining proper metadata. Evaluate quality of data for accuracy and completeness.
  • Develop scripts to automate geospatial processes and products.
  • Other duties as assigned.
  • Design and create custom reports using data analytics and reporting systems.
  • Support division collaboration and program messaging through application of latest technology.
  • Publish features services, web maps, web apps, surveys and operational dashboards using tools available in ArcGIS and ArcGIS Online.
  • Participate in agency's geospatial working group, professional development and collaborate with other agency programs in TAMFS.
  • Create and modify maps, graphs and charts using ArcGIS Desktop/Pro and other tools.
  • Meet with users to understand business needs and requirements to define and recommend optimal geospatial solutions.
  • Develop visualizations, interactive digital products and web-based products.
  • Develop, support and perform geospatial analyses, including wildfire risk assessments, wildfire protection planning, mapping of vegetation and wildland fuels, vegetation disturbances and fire growth modeling and impact analysis. Formulate geospatial analysis techniques in support of FRP programs.

Education and Experience:
Required Education: Bachelor's degree in Forestry, Natural Resources, Spatial Sciences, Math, Statistics or related field of study.
Preferred Education: Graduate degree in Forestry, Natural Resources, Spatial Sciences, Math, Statistics or related field of study.
Required Experience: Minimum of 2 years in geospatial analysis, statistical analysis or similar, in either an academic or professional setting. An advanced degree may substitute for experience.
Preferred Experience: Experience or interest in natural resources, especially with emphasis in forestry, wildfire science or fire ecology.
Knowledge, Skills and Abilities:
Required Knowledge: Strong working knowledge of concepts and processes of geospatial analysis including creating, manipulating, editing, organizing, maintaining, geoprocessing, analyzing and visualizing spatial data. Proficient in MS Office, ArcGis Desktop/Pro, remote sensing software and statistical software.
Preferred Knowledge: Experience in one or more of the following areas: wildfire risk assessments, wildfire simulation modeling, wildland fuels mapping, wildfire response field support, land use/land cover change detection, LiDAR and unmanned aerial systems. Working knowledge of relational database concepts with SQL experience. Familiarity with concepts of computer programming and application development. Working knowledge of Google Earth Engine. Working knowledge of Power Automate and Power BI. Experience with machine learning and advanced statistical techniques. Proficient in Adobe Creative Cloud.
Required Skills: Analytical skills in at least one of the following areas: environmental geospatial modeling, remote sensing and/or spatial statistics.
Preferred Skills: Demonstrated skill with scripting geospatial processing in Python and/or R. Strong cartographic skills and experience producing high-quality maps. Demonstrated visual and graphic design skills.
Required Abilities: Work independently and use sound judgement to find solutions to common, complex problems. Manage projects effectively. Ability and desire to keep abreast of new developments and standards in geospatial technology and analysis. Demonstrated problem solving and critical thinking skills. Constructive participation in critiques of own work and work of others. Ability to communicate work to both technical and non-technical audiences, with effective oral, written and visual modes of communication. Ability to work effectively as part of a team.
