Job Description

Salary Range: $90,900 - $127,300 Annually

Hiring Range : $90,900 - $109,100 Annually

Job Summary:

Directs and manages the Fleet Services Division, including supervision of all members of the fleet services team. Oversees the purchase, disposal, and maintenance of all (700 plus units) City owned vehicles and equipment to ensure timely and cost-effective repairs. Provide administration of all policies and compliance related functions related to fuel facilities, service agreements and citywide fleet policies. Works closely with all city departments to identify vehicle needs and develop replacement plans, develops specifications and requirements.

Experience, Knowledge, Skills:

  • Knowledge of modern practices in fleet management administration.
  • Bachelor’s degree gained through a four-year college/university academic program or specialized technical training of equivalent length.
  • Knowledge and experience working with Microsoft Office Suite including Word, Excel, PowerPoint, Teams; fleet management software, specialized diagnostic programs, such as Cummins, Allison, GM, All Data.
  • Ability to evaluate equipment to determine economic benefits of repair or replacement.
  • Knowledge of Federal, County and state regulations relating to fleet operations and facilities.
  • Five plus years of Fleet Management experience.
  • Knowledge of the principles, best practices, techniques of mechanics and fleet management; products, tolls.

Essential Functions:

  • Communication: Oversees all Fleet Services communications, including communication with all respective boards, vendors, and employees related to fleet and in alignment with the Divisions Service Level Agreement.
  • Fuel management: Responsible for City of Greeley’s compliance with all applicable local, state, and federal rules and regulations. Including A/B operator for all UST and AST owned by the City.
  • Oversees the supervision of all fleet repairs: Vehicle/equipment maintenance scheduling program and policies with the development and maintenance of various records and reports pertaining to time mileage use of equipment lubrication needs, repair and service requirements, fuel mileage, maintenance and repair work done and operational cost for each vehicle and piece of equipment.
  • Budget administration including budget preparation, fuel costs, and maintenance overview.
  • Administers and manages the 10-year vehicle replacement plan provide information concerning vehicle replacement. Ensures vehicle replacements and specifications are in alignment with department needs and industry best practices. Oversight over all fleet purchasing and disposal processes, including determining method of purchase, all compliance with the city’s purchasing policy. Prepare and determine the best method of disposal for all vehicles and the end of their life interval. Recommend and maintain compliance with Vehicle Replacement Schedule recommend order of priority and selection for the replacement fleet assets; oversee preparation and processing of requisitions for replacement or purchase of fleet assets.
  • Problem solving and decision making: Broad policies and specific objectives. The determination of “what needs to be doneâ€� in applying broad City policies is largely left up to the incumbent who determines what has been done, what can be done, proposals for long-term policy, and estimates of what new resources are required. Limits are set by organizational policy, general directives, overall goals, and objectives. Examples: Knowledge of the principles and techniques of mechanics; products, tools, characteristics of equipment. Knowledge of modem practices in fleet management administration. Ability to evaluate equipment to determine economic benefit of repair or replacement. Knowledge of Federal, County, and State regulations relating to fleet operations and facilities. Knowledge of environmental regulations and programs relating to vehicle and maintenance facilities. Knowledge of technological development, improvement, and trends in vehicle equipment and fuels.
  • Manages relationships and policy compliance for all other departments/division within the City, and vendors.
  • Personnel management: Conduct personnel related actions including hiring, disciplinary, termination, and employee performance evaluations.
  • Analyzes operations and financial data regarding all facets of Fleet operations; utilizes the Fleet’s information management system. Direct and coordinate organization’s financial and budget activities to fund operations, maximize investments, and increase efficiency. Establish appropriate charge rates for fleet maintenance and repair; supervise the billing process; recommend vehicle maintenance and replacement budgets for city owned vehicles. Develop recommendations for establishing and maintaining a vehicle replacement fund.
  • Manages vehicle acquisition and disposal process for all city vehicles and equipment.

  • Minimal physical effort as typically found in clerical work.

  • Primarily sedentary, may occasionally lift and carry light objects.
