Background
Parking & Transportation Services is a self-supporting unit of the University of Minnesota within Auxiliary Services. The department is responsible for the administration, operation and maintenance of reliable and efficient transportation services on the Twin Cities campus including transit, parking, fleet, streets, walkways and way-finding. PTS supports alternatives to the single-occupant vehicle and promotes programs to encourage the University community to walk, bike, carpool, or take the bus. The department handles compliance documentation for all University vehicles or licensed equipment and administers the fuel credit card, vehicle insurance and safety, and employee driver training programs.

Facilitating safe and effective integrated transportation systems that provide services for pedestrians, bicycles, transit and vehicles.
Responsibilities
35% Shop Operations
 Provides day-to-day operational oversight of the UMN TC Fleet shop, which completes maintenance and repair services for approximately 500 University vehicles
o Ensure that technicians are informed of and comply with departmental and University procedures and policies.
o Interact and coordinate with University departments, and outside vendors to ensure that vehicle maintenance work is prioritized, scheduled, completed, and meets the needs of customers.
o Triage repair needs to determine whether work can be completed in-house or sublet to third-party vendors.
o Ensure allocated billable hours are documented and accurate.
o Audit coded invoices to ensure accurate billing.
o Work with University Health and Safety to implement OSHA compliant procedures/processes and ensure day-to-day compliance.
o Ensure that vehicles are inspected for safety and reliability.
o Plan, record, and budget shop service operation/hours.
o Maintain parts/inventory for Twin Cities shop
o Follow procedures to ensure timely delivery parts.
o Balance the needs of availability, cost, and time.
o Use discretion to get parts from a variety of vendors and find new vendors.
 Manage preventative maintenance and repair scheduling for entire University of Minnesota system.
o For Twin Cities campus, ensure adherence to preventative maintenance schedules by monitoring compliance and managing notice system. Coordinate courtesy vehicles as needed.
o For system campuses, administer biannual inspection processes and roadside assistance program for outstate travelers.
 Look for ways to improve efficiency and service levels and make recommendations for changes in policies and/or operating procedures as needed.
 Deal effectively with difficult customers to resolve problems. Work to find the best solution for customers or direct them to appropriate personnel or resources.
30% Vehicle Acquisition and Liquidation Process
 Manage an annual life-of-vehicle analysis to determine fleet composition and overall life cost of the vehicle. Analyze data to inform decisions on fleet composition.
 Monitor departmental needs/budget and facilitate interdepartmental vehicle swaps where possible to ensure good stewardship of University resources
 Ensure compliance with Department of Energy requirements, including alternative fuel inventory minimums.
 Provides day-to-day operational oversight of the acquisition and liquidation process for University vehicles
o Manage vehicle acquisition process
o Interact and coordinate with University departments, and outside vendors to determine vehicle specs/timeline/vehicle availability and recommend vehicle options for departments. Consider intended use, budget, etc.
o Administer vehicle delivery and inspection process for new vehicles.
o Ensure financial accountability during sales.
o Manage the vehicle liquidation process
o Determine liquidation price and method of sale for used vehicles based on age, mileage, ability to maximize re-sale profit.
o Manage live auction activities to determine floor pricing and maximum gain on sales.
o Communicate availability of auction assets with departments.
o Ensure good communication/customer service throughout vehicle acquisition/liquidation processes
25% Planning and Communications
 Support fleet leadership
o Participate in professional development to stay current with fleet trends.
o Act as back up for Fleet Assistant Director, including oversight of daily operations
o Act as back up for rental operations
 Participate in departmental strategic planning
o Analyze fleet data to better inform trends and decision-making.
o Provide recommendations for operational procedures. Identify opportunities and implements initiatives to improve efficiency and service levels.
o Contribute to the quarterly and annual report.
o Assist in development and implementation of departmental policies, procedures and initiatives.
o Develop and direct training programs.
o Contribute to the development and administration of the fleet services annual budget. Assist in budgetary related analysis.
o Represent PTS on committees as assigned.
o Complete other duties and tasks as assigned by the Assistant Director.
 Manage building access and maintenance for Fleet Services Building.
o Act as Fleet Services’ Departmental Facility Representative. Coordinate facility access for staff and others.
o Coordinate building facility maintenance and repairs.
 Maintain appropriate and adequate inventory of fuel.
o Administer fuel contract to ensure proper quantities are ordered to meet contractual obligations
o Track use of fuel dispensed on Twin Cities campus
o Verify that all transactions are uploaded correctly and corrects improper mileage readings.
o Order fuel credit cards and tracks purchases for departments.
o Monitor off-site fuel purchases nationwide.
o Work with departments to track errors or problems with credit cards.
o Investigate possible inappropriate fuel system/fuel card usage.
o Review fuel uploads and directs accounting department on discrepancies.
o Ensure that campus fuel islands have adequate supplies of fuel and that fuel tanks are never empty.
 Operate and effectively use the department’s technology including, FASTER Asset Solutions, Ekos - fuel management software, electronic payroll and systems, Google applications, Windows operating system, MS Office, and other systems.
10% Human Resources
 Supervise up to 4.5 FTEs. Maintain proper staffing levels and schedules to provide support for the service. Assumes full management/supervisory responsibility, including interviewing, hiring, orientating, training, coaching, disciplining, and evaluating staff.
