Job Description

Position Description

Develop Fishery Management Documents

  • Participate in teams to produce fishery management documents that are in compliance with applicable laws including having all sections ready when needed
  • Formulate an recommend management policies and practices for conserving marine fisheries resources
  • Ensure assigned fishery management plans and amendments are in compliance with the Magnuson-Stevens Act, National Environmental Policy Act, and other applicable laws
  • Work cooperatively with co-leads and other team members, as well as provide good customer service to constituents
  • Prepare correspondence, reports, and other material
  • Write sections of fishery management documents using Microsoft office products, maintaining consistent format and content among sections, reviewing the entire document at each stage, and providing a product that does not require major edits
  • Review scientific studies, fishery management plans, stock assessments, and grant applications.
  • Prepare written reports and give oral presentations related to fishery management and scientific activities
  • Write or review technical and scientific sections of fishery management plan amendments, as assigned, within prescribed time frames and following established protocols
  • Coordinate the review of assigned fishery management plans and amendments with Fishery Management Council staff, regional office staff, headquarters, science center, and other entities

Other duties include:

  • Assist in the development of Fishery Management Plan (FMP), Approval/Rulemaking FMP Packages, and In-Season Notice Packages
  • Attend Gulf Branch meetings, Sustainable Fisheries Division meetings, and Southeast Regional Office all hands meetings
  • Prepare fishery bulletins and rollout plans related to fishery management documents
  • Give presentations on fishery management issues at Fishery Management Council meetings and at Scientific and Statistical Committee meetings

Required Skills

  • Ability to communicate effectively verbally and in writing with minimal revision.
  • Ability to communicate and work with others as a member of a team.
  • Experience writing NEPA analyses and regulatory processes (e.g., preparing rule packages, Federal Register notices, responding to public comments, etc.).
  • Strong organizational skills.
  • Ability to apply knowledge of marine mammal and fishery interactions to influence planning and implementation of bycatch reduction efforts.
  • Experience with the MMPA, specifically Sections 101(a), 102, 117, and 118.
  • Experience and proficiency in conducting literatures searches, gathering and analyzing information and writing reports with attention to detail.
  • Understanding of marine mammal/fishery interactions and human caused threats to marine mammals.
  • Experience with Section 7 of the ESA.
  • Ability to conduct data analyses in Excel.
  • Specialized knowledge in fishery biology and/or fishery bycatch.
  • Proficient with Word, Excel, Gmail, Google docs, Endnote, and Power Point with strong attention to detail.

Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Education

BS in marine biology, marine policy, environmental science or similar field, or equivalent combination of education and experience.
