Job Description
The Fire Management Officer (FMO) is responsible for planning, developing, implementing, coordinating, and evaluating an integrated fire management program to prevent, respond to, recover from, and/or mitigate loss of life and damage to property related to the fire hazards within Jefferson County. The FMO supports the Planning, Fire Management and Suppression, Situational Assessment, and Operational Coordination core capabilities in support of C.R.S. 30-10-512 and in conjunction with the Comprehensive Emergency Management Plan.
The FMO serves as the primary on-scene incident liaison between Jefferson County Sheriff Office (JCSO) and other emergency response agencies, cooperators, and partners during fire related incidents.

Description:
Establish and maintain a unified and coordinated operational structure and process that appropriately integrates all critical stakeholders in support of the County’s responsibilities related to Fire Management and Suppression. Create reports for strategic planning for fire management.
Coordinate, plan, prioritize, and implement fuel and other associated mitigation projects in support of the Jefferson County Hazard Mitigation Plan (HMP) and County’s Community Wildfire Protection Plan (CWPP). Presents fire management information at community events and forums, including information about property mitigation programs.
Facilitates planning, exercise, and evaluation of the Wildfire Annex, CWPP, Fire Operation Plan, Fire Management Office plan and related standard operation plans, policies, and guidance.
Manage fire management budget. Administer grants for planning and implementation of hazardous fuels projects. Develop grant applications with JCSO grants specialist. Create reports for grant closeouts.
Oversee all-risk, wildland, and prescribed fire incidents in Jefferson County. Coordinate and collaborate with outside entities when wildland and prescribed fire incidents are near Jefferson County. Make operational decisions on incidents regarding JCSO fire warden responsibilities and authorities. Order resources, coordinate responses and evaluate values at risk. Complete and submit financial packages for incident responses.
Maintain certification and training records for county employees and volunteers. Initiates and reviews National Wildfire Coordinating Group (NWCG) Position Task Books of employees and volunteers. Collaborates with partner agencies to host annual and specialized wildfire courses for employees, volunteers, and stakeholders.
Monitor and report on fire weather, fuels, and other related data. Recommend restrictions/bans based on local and regional fuel analysis and other fire related variables.
Coordinate with any countywide fuels crew or operations. Assign fuels projects in conjunction with local and county CWPP and/or HMP projects. Complete payroll documentation for fuels crew. Conduct personnel reviews. Provide training and professional development conferences with crew.
Facilitates, attends, and serves on committees and meetings with fire districts, area cooperators, the Board of County Commissioners, and other related agencies within and around Jefferson County.
Other duties as assigned.
Required within 2 years of hire: G300 Intermediate ICS, G400 Advance ICS, G-191 INCS/EOC Interface, IMT-0305, M-410 Facilitative Instructor, NWCG Incident Commander Type 5 (ICT5), NWCG Single Resource Boss (Minimum of two held at hire), and JCSO’s Emergency Vehicle Operations Course.
Preferred: National Wildland Fire Coordinating Group (N.W.C.G.): Type 2 Burn Boss (RXB2), Type 3 Incident Commander (ICT3); Division Supervisor (DIVS), Task Force Leader (TFLD), Strike Team Leader (STLD).
