The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
This position will be in support of the HJF Home Office, as well as other HJF programs at various domestic and international sites.
HJF is seeking a Facility Security Officer (FSO) to manage the Industrial Security Program (NISP), processes background investigations, conducts security inspections, and ensures compliance with the NISPOM guidance for information security and personnel security. Will provide physical security support at facilities. Advise the Key-Management personnel for HJF of current security/safety requirements.
- Prepares “Visitor Authorization Letter” (VAL) and provides the project officer with a current list of cleared personnel for employees visiting other contract or government agencies where access to classified data is required.
- Reports all foreign travel contacts to the DSS Field Office.
- Monitors the number of personnel processed for clearances to the maximum extent possible, limiting clearances to only current and required access. Conducts periodic self-inspections for each classified program and provides security assistance to the project manager. Determines whether all holders of classified material are cleared and authorized access. Investigates and reports any compromise of classified information or security violation with a copy sent to the user agency.
- Ensures that the proper control access to classified material is established and proper intrusion detections systems are used for storage and handling of classified information’s. Determines type of investigative forms based on position sensitivity. Adjudicates all non-sensitive positions for suitability and ADP positions and advises HJF Human Resources Department of the individual’s eligibility for employment. Provides recommendations concerning cases with derogatory issues.
- Responds to routine telephone inquiries from government officials and agencies, private industry, congressional staff members, and the general public. Answers each inquiry or obtains all pertinent data and refers the matter to higher authority. Interviews walk-ins to the office to determine their needs/concerns and refers unfamiliar situations to the supervisor or higher-grade employee.
- Manages an active security education-training program for all HJF personnel who have access to classified information and maintain a security clearance. Manages counterintelligence briefing to all HJF personnel who are involved with scientific and technology research on an annual basis. Briefings include Threat Awareness; Defensive Security and overview of the security classification system; Employee reporting obligations and requirements; Security procedures and duties applicable to employee’s job.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
- Monitors the HJF contract agreement and ensure compliance with the security requirements outlined in the agreement.
- Maintains current and properly executed Security Agreement for each user agency, and current “Contract Security Classification Specification” from each project officer.
- Acts as the security liaison between HJF, USU, and other user agencies concerning security matters. Keeps Key management informed of all security matters. Corresponds with DISCO, DSS Field Office Representative and User Agencies.
- Establishes and enforces internal policies and reporting requirements that provide for appropriate administrative actions taken against employees who violate requirements of the National Industrial Security Program.
Security Clearance
- Must have an active T5 Top Secret Security Clearance.
Supervisory Responsibilities
- Conduct employee performance evaluations and directs work activities.
- Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases.
Physical Capabilities
- Ability to stand or sit at a computer for prolonged periods.
- Lifting: Requires lifting materials up to 10 lbs.
- This position will take place in an office setting.
Education and Experience
- Bachelor's Degree.
- Minimum of 9-10 years experience required.
