Job Description
Summary This position is located in the Personnel and Information Security (NNP) organization of Security and Continuity of Operations (NN), Chief Administrative Office (N), Bonneville Power Administration (BPA). The purpose of this position is to perform a wide variety of analytical, planning, advisory, operational, and evaluative work in planning, developing, implementing, overseeing, and evaluating the BPA personnel security program. Responsibilities As a Security Specialist, you will: Perform a wide variety of analytical, planning, advisory, operational, and evaluative work in planning, developing, implementing, overseeing, and evaluating the BPA personnel security program. Evaluate the sensitivity determination of each position as described by management. Serve as an authoritative source of personnel security program knowledge for all BPA organizations. Develop and implement BPA plans and instructions for the DOE personnel security program. Perform analytical, planning, advisory, operational, and evaluative work concerned with the physical protection of sensitive or classified information, personnel, facilities, installations, or other sensitive materials, resources, or processes. Review designs; inspect facilities where sensitive material will be located. Develop documented BPA security policies, plans, and procedures. Serve as authoritative source on access issuance and revocation practices. Requirements Conditions of Employment When you apply you will be asked a series of questions to determine your eligibility for employment and your qualification for this position specifically. You must answer all of these questions completely and truthfully. Key Requirements: You must be a United States Citizen. This employer participates in the e-Verify program. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period. This position requires an initial drug test prior to appointment and random drug or drug and alcohol testing thereafter. Failure to test or a positive result on random drug or drug and alcohol tests conducted after appointment may result in removal from Federal employment. This position has been designated as Critical Sensitive and requires a security clearance at the DOE "Q" level; the incumbent will be required to access, process, use, and safeguard classified information. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as: Provide operational support with planning, developing, implementing, and evaluating one of more of the following programs: physical security, personnel security, or information security in order to ensure compliance with standards and policy. Compliance Decision Making Personnel Security and Safety Physical Security Planning and Evaluating "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
