Housing Works fights for funding and legislation to ensure that all people living with HIV/AIDS have access to quality housing, healthcare, HIV prevention, and treatment, among other lifesaving services.

This position is included in a bargaining unit of Housing Works’ New York City employees represented by a labor union known as the Retail Wholesale and Department Store Union (“RWDSU”). Accordingly, the RWDSU has the exclusive right to bargain over the terms and conditions of employment related to this position and this position may become covered by the terms of a collective bargaining agreement (a “CBA”) between Housing Works and the RWDSU
Compensation Range: $60,000 - $65,000 annually commensurate with experience
Overview: The Housing Works Inc. Reentry Services Program is a collaboration between Housing Works Inc. and The Mayor’s Office of Criminal Justice (MOCJ) to provide comprehensive, holistic reentry services to individuals with criminal justice involvement reintegrating into the five borough communities. Reporting to the Workforce Development Manager, the Job Developer, aka Employment Specialist, will be responsible for building relationships and formalizing partnerships with NYC employers and community-based organizations to result in program referrals and the development of career opportunities for clients enrolled in the program. The responsibilities include, but are not limited to: meeting weekly, monthly, quarterly and annual targets for linkage agreements and outreach, conducting business development presentations to employers and hiring managers, conducting program service presentations to other community-based organizations to result in referrals to the Justice Initiatives Department, create and maintain an account management system for engaging and re-engaging partners, create innovative career pathways for justice-involved individuals and enhance program visibility within the five boroughs. The Job Developer, aka Employment Specialist, will have knowledge of the criminal justice system and working with the justice involved population, experience in the workforce development sector of services, experience building and maintaining relationships with internal and external partners and an innovative, strategic method of meeting deliverables.
Responsibilities:

  • Other tasks as assigned by supervisor.
  • Participate in outreach and recruitment events.
  • Adhere to remote workforce policies, procedures and protocols.
  • Complete daily, weekly, monthly, quarterly and annual reports by associated deadlines.
  • Presents services to other departments within Housing Works.
  • Meet program and contractual targets assigned.
  • Ability to utilize Labor Market Index (LMI) reports to generate a list of employers to outreach and target for business development efforts.
  • Attend and participate staff meetings and trainings as scheduled.
  • Develop, and maintain, systems for data and account management.
  • Ability to adapt and successfully uphold job functions in a full remote workforce or hybrid in-person remote workforce environment.
  • Match employer needs with client needs and qualifications to assist with placing clients in short-term and permanent placement opportunities.
  • Ability to create visual data presentations.
  • Ability to track and meet program targets assigned.
  • Develop innovative career, employment and internship pathways for clients enrolled in the program.
  • Participate in quality assurance and quality improvement initiatives.
  • Create partner distribution lists engage and re-engage partners on a monthly basis.
  • Promotes Housing Works core values consistently.
  • Responsiveness to emails, texts and phone calls.
  • Ability to develop and execute a strategic plan for targeting accounts and partnerships.
  • Evaluate program component and identify areas for growth and quality improvement efforts.
  • Works collaboratively with other supervisors within the Justice Initiatives Department and cross-agency.
  • Provide culturally competent services in accordance to Housing Works policies and practices.
  • Lead the business development component of the program and present to team members on job market availability and current partnerships.
  • Adhere to agency and program policies.
  • Create and maintain career maps for the workforce development team to utilize when preparing clients for the workforce.
Minimum Requirements
  • Ability to meet deadlines and prioritize tasks.
  • Excellent or proficient technical skills to perform tasks related to Microsoft Office, email and case management systems.
  • Excellent written and oral communication skills.
  • Bachelor’s Degree Required.
  • Ability to work independently and collaboratively with the team.
  • 3-5 years of relevant experience in the sales or business development sector.
  • 2-4 years of relevant experience working in human services with individuals involved in the criminal legal system with mental health, substance use or behavioral health needs.
  • Preferably bi-lingual in Spanish.
  • Dependability and reliability to arrive and depart timely for scheduled shift.
  • Ability to frequently travel within the boroughs via public transportation and work from transient office locations.
