Minimum Qualifications:
Bachelor's Degree in Environmental Health, Public Health or a related field required, supplemented by one year of experience in Environmental Health; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.


Example of Duties

Purpose of Classification:
The purpose of this classification is to perform duties related to monitoring health and environmental regulatory compliance in a variety of settings, including inspecting facilities, reviewing plans and drawings, issuing permits, assessing fees, and responding to complaints. Environmental Specialist is distinguished from Environmental Specialist, Senior in that the former provides performs complex inspections on industrial and/or food establishments, and commercial, institutional, and residential facilities, but is not required to routinely lead, direct and/or train other Environmental Specialists.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required assigned.
Performs risk-based inspections on institutional and retail food establishments according to FDA 2009 Food Code: Monitors and conducts evaluations of various environmental requirements; inspects food service facilities; reviews implementation of HAACP plans; reviews management and employee health; provides epidemiological investigations for food borne illnesses and outbreaks from community, local state and federal agencies; provides daily educational training for unsatisfactory food facility inspections; provides public health intervention educational and compliance classes for unsatisfactory facilities; and acts as Officer of the Court issuing onsite magistrate court citations and legal notices and as Public Health Officer for closures including conducting intervention hearings, unsatisfactory facilities review, and reviewing architectural plans for food service and solid waste.
Inspects public swimming pools and bathing facilities: Provides yearly and seasonal inspections of commercial pools; provides water quality assessments and equipment inspections to determine pool safety; investigates complaints of waterborne illness; provides education and training on pool safety and use; manages and reviews records to ensure proper operation of pool use; and issues permits for commercial and industrial pools.
Approves use of septic tank systems: Review percolation tests on soil samples and performs visual inspections of properties to determine whether septic systems may be used; reviews engineer residential and commercial plans; reviews hydrology, geology and topology reports; investigates complaints on ground water, hazardous materials, surface water and pump trucks; provides environmental assessments and impact studies along with quality control assurance; and issues permits on onsite sewage management for residential and commercial repairs for new construction.
Inspects water wells: Inspects wells and provides site assessments and assurance for potential public and private applications; provides bacteriological sampling to ensure water quality assurance; inspects for proper well abandonment in accordance with state laws; ensures well contractors are certified; ensures safety of portable water for special and temporary events; provides education on water conservation and disinfection of water supply.
Investigates complaints from the public concerning violations of septic tank regulations, food service regulations, recreational water facilities and tourist accommodations: Investigates and conducts complaint investigations; takes appropriate enforcement action concerning violations of health and safety regulations; receives and investigates complaints for facilities, establishments, systems and/or premises; records investigative data on complaint forms; and affirms complaints are abated completely including conducting follow-up inspections and further investigation as necessary.
Conducts investigations of possible foodborne illness outbreaks and coordinates with Department of Epidemiology for outbreak investigations: Inspects food service facilities; reviews management and employee health; provides epidemiological investigations for food borne illnesses and outbreaks from community, local state and federal agencies; provides daily educational training for unsatisfactory food facility inspections; provides public health intervention educational and compliance classes for unsatisfactory facilities; and acts as Officer of the Court issuing onsite magistrate court citations and legal notices and as Public Health Officer for closures including conducting intervention hearings, unsatisfactory facilities review, and reviewing architectural plans for food service and solid waste.
Inspects various types of tourist accommodations for compliance with health and safety regulations: Provides quality assurance inspections in accordance with local ordinances; investigate complaints with regard to vector control, sanitary condition, water supply and refuse and the handling and disposing of mold; reviews plan reviews; completes structural
assessments ensuring painting, walls, ceilings and floors re in good repair; and provides visual assessment of ground.
Permits variety of facilities, establishments, systems and premises: Issues permits after verifying compliance with all applicable regulations, including swimming pools, food service establishments, tourist accommodations, special events, water wells, sewage disposal, and non-sewer toilets; ensures all permits issued and plan reviews performed comply with applicable standard operating procedures.
Conducts environmental health education for all programs: Evaluates engineering site plans for commercial and residential properties and approves plans for applicable regulations; maintains sewage hauler truck and solid waste truck programs including permitting, updating database and reviewing plans; maintains special events program permitting, updating database and reviewing plans; maintains sports arenas and organizes staff for events; and conducts environmental health education to clients when conducting permitting, change of ownership inspections and regular inspections and investigations.
Performs a variety of administrative duties: Prepares and submits daily record and activity reports; determines, collects and secures appropriate fees and issues receipts; completes and coordinates special projects; enters and maintains a variety of data and records from inspection reports and other documents; prepares epidemiological findings to analyze foodborne illnesses, vector control and outbreaks and pandemics to submit information to government agencies; prepares a variety of paperwork including permits, reports, memos and forms; and answers calls and returns emails from the community and clients.

development plans, staff reports, laws and regulations, change of ownership applications, complaint investigation reports, foodborne outbreak reports, legal notices, court citations, productivity reports, and a variety of correspondence.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
