Minimum Qualifications:
Bachelor's Degree in Geographic Information Systems (GIS), Geographic Information Science, GIS Technology, Geospatial Technology, Geospatial Applications or a related field required; other degrees are acceptable if they include coursework and/or a supplementary GIS Certificate: Geography, GeoScience, earth and environmental sciences (e.g. Geology, Meteorology), biological sciences (e.g. Biology, Ecology), engineering and surveying, Computer Science or Public Administration; supplemented by seven (7) years of broad professional experience applying geospatial technology or related field to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license and GISP and PMP certification preferred.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:
The purpose of this classification is to support County operations through the development, implementation, management, maintenance and advanced use of geospatial and related technologies and to manage assigned staff.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Prioritizes and schedules work activities in order to meet objectives; Ensures that subordinates have the proper resources needed to complete the assigned work; Monitors status of work in progress and inspects completed work; Consults with assigned staff to assist with complex/problem situations and provide technical expertise; Provides progress and activity reports to management.
Ensures that data in the enterprise geospatial database is cataloged according to defined standards; Ensures that proper access levels to the database and to individual datasets are maintained; Designs procedures for extracting, transforming and loading data to ensure that data are available to users and applications in the correct format; Designs data models to support applications consuming geospatial and related data.
Administers assigned applications including mid to large-scaled systems; Provides guidance and makes recommendations regarding planning of implementation, requirements, and specifications; Reviews and manages project plans, system architecture diagrams, flow charts, and future upgrade plans; Provides solutions and guidance on identifying issues and troubleshooting; Ensures current applications are fully functional and well-maintained with most recent patches and updates.
Assists the Assistant Director with the development of standard operationing procedures and ensures that all systems, applications and procedures are properly documented; Ensures that task and project information is properly recorded and maintained for the duration of the work; Design and run summary reports on tasks and projects and generate regular metrics on division activity in support of performance management.
Defines standards and protocols for interfaces between internal and external systems and to maintain optimum information architecture; Manages and oversees systems diagrams for assigned applications; Organizes or re-organizes structural designs to optimize usability for the appropriate consumer groups; Maintains awareness of and makes recommendations regarding infrastructure changes and future plans; Manages technical limitations of each application; ensures current or future applications are in compliance with infrastructure changes; Oversees system requirement process and change control requests; Consults with vendors on system compatibilities.
Manages projects initiatives during design and implementation phases: develops and contributes to strategic plans for Enterprise geospatial hardware/software infrastructure, attends meetings regarding project progress and address and identifies departments' business needs to ensure timelines and specifications are met in accordance with established County Geospatial data standards, personnel rules and regulations, and GISCI Code of Ethics.
Oversee software/hardware purchases in support of geospatial system operations; Point of contact for all geospatial software vendors; Content management of public-facing web sites; Represents Fulton County for inter-governmental collaboration.

Requires the ability to act as a first-line supervisor, including instructing, assigning and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
