As part of the JPL Office of Safety and Mission Success, the Environmental Affairs Program Office (EAPO) ensures that JPL is in compliance with all federal, state, and local environmental codes and regulations, NASA contractual provisions, and JPL-establishment best and prudent practice and provides services related to chemical and biological waste management, hazardous material spill prevention and response, air emission permits, stormwater permits, industrial water permits, etc. The EAPO also provides leadership in directing JPL towards environmentally sound practices, implements JPL's Environmental Management Program, and informs and advises other JPL organizations on current and potential regulations that impact, or may impact their programs and operations.


Overview:


The EAPO seeks an Environmental Engineer I who would work across a wide range of environmental disciplines to help achieve compliance with JPL’s EH&S standards and with federal, state, and local regulatory requirements. Under general supervision of the EAPO Section Manager, assist in coordinating environmental support and services across JPL and its Caltech-managed component facilities. Applies fundamental engineering principles and knowledge of environmental regulations to analyze environmental impact on natural resources, recycling and recovery, and/or public health. Understand and be able to assess environmental hazards that could be present in the work area and in laboratory operations. Apply knowledge of environmental requirements imposed by local, state, and federal regulatory agencies; may provide regulatory interpretation and technical advice. Interacts primarily with the EAPO Section Manager and team EAPO members with some interaction with customers outside the EAPO. Perform specialty projects and additional duties as needed to assist in ensuring the environmental safety of the laboratory community.


Programmatic areas of emphasis include:


  • Oversee all aspects of the Recycling and Sustainability Acquisition (RSA) program including preparing periodic RSA reports to NASA, representing JPL to the NASA RSA Community of Practice, and working closely with the JPL Recycling coordinator and the JPL Sustainability Administrator.
  • Oversee all aspects of the EAPO Biohazardous/Medical Waste (BMW) Program by ensuring weekly contractor pick up of Biohazardous/Medical Waste, representing JPL during California Department of Public Health (CDPH) audits and report submittals, obtaining BMW packaging supplies and materials. and acting as the Contract Technical Manager (CTM) for the JPL BMW support contract.
  • Participate in environmental inspections focusing on general facilities and research labs. Report potential environmental concerns to respective cognizant engineers, provide documentation and reports as required.


In addition, would perform other related duties as is required in assisting with one or more major Environmental programs under purview of the EAPO.


Qualifications


  • Self-motivated and with ability to work well alone and in a team environment. Demonstrated attention to detail with good follow-through.
  • Demonstrated multi-task skills with excellent interpersonal and consensus-building skills. Ability to interact with all levels of personnel and have excellent verbal and written communication skills.
  • Be able to work on-site at least 3 days a week.
  • Experience working with federal, state, and local regulatory agencies, and related environmental laws and regulations.
  • Capable of following directions and procedures.
  • Bachelor’s degree in Environmental and Occupational Health, Biology or related discipline with a minimum of 1 year of professional experience; or Master’s degree in similar disciplines. Also, requires knowledge and training on state and federal regulations pertaining to hazardous waste management, transportation, and disposal. Experience over a broad range of environmental disciplines including, but not limited to: BMW Program Management, RSA Program Management, and environmental inspections.
  • Experience in training personnel and demonstrated ability to instruct personnel on established procedures.
  • Proficient in Microsoft Office Suite including Word, Excel, and PowerPoint.


Desired Qualifications:


  • Knowledge of database management and some experience in web development and design.

The hiring range displayed below is specifically for those who will work in or reside in the location listed. In extending an offer, Jet Propulsion Laboratory considers factors including, but not limited to, the candidate’s job related skills, experience, knowledge, and relevant education/training. Hiring range for this job may be adjusted based on primary work location outside of Pasadena, California. This adjusted range will be provided to candidates by the Recruiter when applicable.

$70,512 - $87,880
