The State of Connecticut, Department of Energy and Environmental Protection (DEEP), has an exciting opportunity for an Engineer Trainee in the Water Planning and Management Division (WPMD) of the Bureau of Water Protection and Land Use (WPLR).

Recent graduates and future May 2023 graduates with degrees in Civil, Environmental, or Chemical Engineering, are encouraged to apply.

This position receives training under the direction of a supervisor or senior staff for a period of one year. Promotion to an Environmental Engineer 1 will occur after successful completion of the training program.

Position highlights
This position will be based at the 79 Elm Street, Hartford, CT office, across from the historical Bushnell Park. This is a full-time (40 hours per week) position with a first shift schedule, Monday through Friday with hybrid scheduling flexibility.


DEEP's Municipal Wastewater Program in the Water Planning and Management Division is responsible for an array of duties, including:
  • Administering the technical components of the Clean Water Fund, from planning the required infrastructure, through design and providing construction oversight.
  • Drafting and issuing National Pollutant Discharge Elimination System (NPDES) permits to domestic wastewater treatment facilities, which protect waterbodies throughout Connecticut, done on behalf of the United States Environmental Protection Agency (EPA).
  • Providing guidance, funding, support, and regulatory oversight to municipalities regarding all aspects of domestic wastewater discharged to Connecticut waterbodies.
  • Certifying the qualifications of wastewater treatment operators in the state, as well as the classification of wastewater treatment facilities.
As a trainee, you will:
  • Learn to ensure compliance with applicable statutes and regulations;
  • Protect public health and safety and the environment through ensuring appropriate and adequate treatment and conveyance of wastewater.
  • Take part in Emergency planning and storm response to protect wastewater infrastructure;
  • Provide technical assistance to municipalities and the general public;
  • Assist with the review of planning, design and construction documents related to domestic wastewater treatment and conveyance projects;

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.

EXAMPLES OF DUTIES

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic engineering theories, principles and methods; skill in use of drafting and calculating instruments; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's degree in the discipline required by the target class.

PREFERRED QUALIFICATIONS

  • Experience or coursework of principles and practices of wastewater treatment and conveyance systems;
  • Experience or training in preparing technical reports;
  • Experience in prioritizing and tracking competing priorities to meet deadlines;
  • Experience working independently and in a team environment.
  • Experience or coursework with reading, interpreting or using engineering reports, plans and specifications, and environmental data tables or graphs;
  • Experience communicating environmental information to internal and external stakeholders;
