Position Overview:

The LACDA is seeking an experienced, detail-oriented Emergency Operation and Safety Coordinator (EOSC) to develop and administer LACDA’s emergency response plan in compliance with applicable state, federal and legal authorities, including the ADA. Under general direction from the Risk Manager, the EOSC will develop safety policies and procedures, guidelines, promotional materials, and training programs to ensure compliance with state and federal regulations. The EOSC will also conduct ergonomic assessments, workplace safety trainings and accident investigations in coordination with division staff, outside agencies, and stakeholders. The EOSC may need to respond to local and regional emergencies outside of normal business hours.

Essential Job Duties

The below statements are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
  • Heads LACDA’s emergency preparedness program.
  • Develops, revises, and implements safety policies, procedures, guidelines, promotional materials, and training programs to ensure compliance with state and federal regulations.
  • Reviews existing policies and procedures and updates accordingly
  • Conducts safety audits/inspections of sites, facilities, and work practices in compliance with Cal/OSHA
  • Updates the Injury/Illness Prevention Plan (IIPP) in accordance with SB198
  • Coordinates and conducts staff training in emergency preparedness, response, and recovery practices; assesses LACDA’s training needs and develops training programs.
  • Establishes and maintains the LACDA’s emergency notification system, emergency hotlines and posting of emergency-related information on LACDA’s websites.
  • Ensures all buildings comply with elevator permits, evacuation practices, and safety requirements
  • Performs other duties and tasks as assigned
  • Participates in the coordination of the LACDA’s disaster cost recovery efforts during proclaimed emergencies; coordinates with the State Office of Emergency Services (Cal OES) and Federal Emergency Preparedness Agency (FEMA) representatives; prepares and submits required documents.
  • Develops and maintains comprehensive hazard/risk assessment for LACDA’s operations; uses the hazard/risk assessment to assist in developing, prioritizing, and implementing LACDA’s emergency preparedness programs.
  • Confers with State and Federal emergency preparedness representatives in supporting LACDA’s emergency preparedness activities; assures conformity of LACDA’s emergency preparedness programs with federal and state requirements.
  • Facilitates ergonomic evaluations and includes corrective action
  • Monitors, leads, and participates in safety meetings and safety trainings to enforce and enhance measures against workplace accidents, injuries, and illnesses
  • Works to reduce accidents and develop safer working conditions
  • Answers the SAFE-LINE and provides a response and corrective action to management
  • Drafts and negotiates contracts to provide needed services to support the LACDA’s emergency preparedness program.
  • Generates, submits, and posts the Cal/OSHA 301 report annually
  • Develops and conducts drills and exercises to test plans and procedures; conducts after action review to improve plans and procedures based on exercise results.
  • Redesigns and improves forms and public notices; and coordinates publication and dissemination of such materials; responds to verbal and written public inquiries and surveys.
  • Reports and processes threat claims to the Office of Security Management
  • Conducts research projects and gathers reference information related to the state and federal disaster preparedness legislation, funding assistance eligibility and emergency service resources.
  • Coordinates CPR/First aid and fire extinguisher training as required
  • Seeks out grant opportunities and prepares grant applications; manages contracts; and assists in creating sustainability strategies for existing grant-funded programs.
  • Prepares LACDA’s emergency training and exercise program, including staff training on plans and procedures
  • Stocks and maintains disaster preparedness-related supplies and equipment and schedules regular testing to ensure operational efficiency.

Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:
  • OSHA Safety training certification
  • Four (4) years of relevant experience developing and administering safety policies, procedures, guidelines, promotional materials, and training programs to ensure compliance with state and federal regulations
  • Education equivalent to a Bachelor’s Degree from an accredited four-year college or university in Business Administration, Public Administration or related field
Knowledge of:
  • MS Office products
  • Report preparation and training principles
  • SB198 IIP - safety and accident prevention practices
  • Principles of Americans with Disabilities Act
  • Cal/OSHA general industry standards, state safety statues and regulations
Skill in:
  • Analyzing data and trends and making recommendations to improve conditions
  • Managing time effectively and working in a fast-paced environment
  • Developing and implementing safety program plans and procedures that lead to enhanced safety
  • Identifying hazards and unsafe behaviors and mitigating them

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.
