Job Description
Summary This position is located with Bonneville Power Administration, in Project Engineering Low Voltage (TEEL), Substation Engineering (TEE), Transmission Engineering & Technical Services (TE), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in the Electrical/Electronic Engineer position will lead a project team assigned to the design process for projects, as well as coordinating the system modeling and other special analysis efforts. Responsibilities As an Electrical or Electronics Engineer, you will: Serve as an expert consultant on matters within the Outdoor High Voltage Electrical substation design discipline. Determine project needs from customer requirements; performance standards; project scope and preliminary engineering documents; and technical studies . Ensure project scope captures all project-enabling components for the design deliverables such that engineered solutions minimize complications or impediments identified for the construction phase. Assure scope refinement includes consultation with associated stakeholders and end users. Work within the guidelines of established project development and execution processes to move projects through stage gates and obtain timely delivery of design packages against target dates. Provide quality assurance (QA) by developing a design plan and requirements, such as facilitating a statement of work, for the design elements that will fully inform the design process on functionality and quality requirements. Provide quality control (QC) through technical review and checks of project description documents and design package components prepared by engineers, technicians, and contractors to ensure accuracy, adequacy, and conformance to BPA's requirements and design parameters. Collect, analyze, and summarize information and trends to recommend actions. Exercise judgment and ingenuity in evaluating the value and applicability of new or improved technology, strategies, trends, or applications; investigating, predicting, and anticipating issues and conditions extending beyond a single specialty area, and affecting known standards, approaches, precedents, or concepts; developing or collaborating in the formulation of new standards, applications, concepts, or theories changing existing knowledge and extending an understanding of phenomena.   • The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.-OR- Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized experience for this position is defined as: Experience in electrical engineering concepts, standards, and methods to: 1) maintain and develop outdoor substation equipment and control standards related to protection, metering, monitoring, SCADA, HMI (Human Machine Interface), or RAS (Remedial Action Schemes), 2) analyze, scope, design, and make an economic evaluation of substation projects, or 3) provide technical expertise, leadership, and consultation to project teams, engineers, management, and operations. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.   • Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
