Description

DSHS RDA GIS Specialist
The Department of Social and Health Services (DSHS) Research and Data Analysis Division (RDA) has two new GIS Specialist positions available on their amazingly talented and highly collaborative team! In this position, you will provide geospatial data management, geographic analyses, cartographic data visualizations, configurable web applications, and customer support for enterprise-wide and special projects. This GIS Specialist position is a member of RDA's Enterprise GIS team, which provides technical leadership for all aspects of the agency's shared GIS resources and geospatial solutions. The Research and Data Analysis Division (RDA) provides analytical information and answers about Washington State populations regarding need, demand, use, supply, risk, cost, and outcomes associated with the health and human services in Washington State. RDA projects assess the efficacy of DSHS programs, monitor trends, measure outcomes, and help inform policy development and program improvement efforts. RDA provides a unique work environment for pursuing health and human services research and evaluation work that directly influences policy.
Some of What You'll Do

  • Apply specialized knowledge and expertise in geospatial database design and geospatial data management for the acquisition, storage, and delivery of enterprise geospatial data and geospatial services.
  • Provide customer support for enterprise GIS services, onboarding procedures, and service delivery points-of-access (SharePoint, ArcGIS Online, ArcGIS Portal).
  • Provide backup coverage for the GIS Data Architect role as necessary.
  • Serve as a subject matter expert in geospatial data and technology, spatial analysis, and data visualization.
  • Develop professional geospatial solutions that support agency business needs and special customer requests.

Who We Want in This Role
A creative resourceful GIS enthusiast who takes initiative, and who is collaborative, inquisitive, analytical, and detailed-oriented.
Education:
  • Bachelor's degree in computer science or a related field including 9 semester or 15 quarter hours of computer science courses OR equivalent. Preference for a GIS-specialized IT bachelor’s degree.
  • Successful completion of college-level coursework in GIS, geography, cartography, or a closely related field.
Experience (may all be concurrent):
  • 4 years’ experience designing, building, and managing geospatial data in geodatabases and RDBMS structures.
  • 4 years of spatial analysis experience using ArcGIS Desktop, Spatial Analyst, and Network Analyst.
  • 4 years of progressively more responsible IT work experience with large, complex information systems.
  • 4 years of experience developing and implementing web GIS applications using ArcGIS Enterprise and/or ArcGIS Online.
  • 4 years’ experience with database languages such as SQL, T-SQL, and/or PL/SQL.
  • 4 years of technical consulting and solution design experience.
Skills and Abilities:
  • Demonstrated technology experience with ArcGIS Pro, ArcGIS feature and map services, and geodatabases.
  • Experience using address standardization and address geocoding tools.
  • Demonstrated ability to produce professional quality maps using standard cartographic principles and techniques.
  • Excellent presentation, interpersonal, and listening skills, especially for a diverse audience.
