Job Description
Overview
Schedule and coordinate workflow for East Coast operational areas. Schedule and coordinate flow of work based on customer orders, establish priorities and availability of personnel, equipment, and resources. Select and schedule marine personnel for tugs and barges. Maintain records, process paperwork to ensure proper billing for services to customers. Maintain communications with vessel Captains and barge PICs regarding change of orders via computer or cell communications. Assist in developing and monitor procedures and programs to track company and crew activities. Dispatch personnel in response to incidents and emergency requests from vessels.
Responsibilities
  • Employee feedback on scheduling courtesy and communications.
  • Schedule offshore and/or NY harbor bunkers as assigned by your direct supervisor.
  • Cover extra shifts as assigned for supplementary income to help cover vacation and sick time within your department.
  • Perform in Company Incident Command System as assigned.
  • Deal with customers with good judgement, discretion, and tact.
  • Acquire, document, and execute moorage and ship services for equipment on/off hire with company as well as preparing relative bills for services.
  • Maintain streamlined communication with the Contracting Officer Representative and/or the Customers Barge Lead Scheduler.
  • Implement customer barge operations schedules as specified and supporting their schedule by working with the agents to keep accurate timelines of vessel schedules.
  • Source competitive rate fleeting for Company equipment in NY harbor and other East Coast operating areas.
  • Provide vessel position and status reports daily and working to provide relevant customer updates throughout the day
  • Monitor and ensure managed vessels are in accordance with contract regulations.
  • Special attention and execution of accuracy of prepared paperwork.
  • Assist in management of crew including hours, timecards, Dispatch payroll approvals, and logistics for crew changes.
  • Perform related duties as assigned by the Dispatch Manager and Operations Department.
  • Equal distribution of work among marine personnel.
  • Regularly meet with terminals, agents, customers and inspection companies to build relationship and maintain customer satisfaction.
  • Adherence and understanding of company operating policies and procedures.
  • Track, monitor, and report on daily operations.
Qualifications
  • USCG license and Tankerman PIC endorsement preferred.
  • Ability to understand and execute complex oral and written instructions.
  • Ability to interface with others using courtesy, tact, and good judgment.
  • Four (4) year college education in Maritime or related studies; or equivalent experience.
  • Must be capable of calculating barge load and discharge plans.
  • Three (3) years of increasingly responsible fleet management in the logistics industry.
  • Valid TWIC or obtain upon hire.
  • Maintain the confidentiality of all sensitive materials and communications.
  • Extensive knowledge of tugboat and oil transportation industry.
  • Knowledge of local East Coast terminal requirements and guidelines preferred
  • Knowledge of tug and barge maintenance systems and equipment.
  • Ability to work independently with minimal or no guidance.
  • Extensive knowledge of the local (East & Gulf Coasts and Harbors) operating areas.
  • Previous experience working directly with government agencies.
  • Valid State Driver’s License.
  • Strong working knowledge of Microsoft Word and Excel applications.
Job Condition and Environment
  • Infrequent light physical effort required.
  • Work with computers, fax machines, copiers, telephones.
  • Required to sit for long periods of time.
Expected Hours of Work
  • Normal working hours during the initial training period are between 0800-1700 M-F with additional coverage on the weekends and evening hours as needed. After the initial training period is completed, this dispatcher will be put on a 5/5 day 12 hour schedule. Additional hours may be required based on operational demands and directed by your supervisor. Schedule is subject to change and can include days, nights or a combination of both on a rotating schedule.
