Departmental Overview


Residential and Student Service Programs (RSSP) helps retain all students, regardless of their academic preparation, resources, or background, by providing a safe, functional, engaging, and diverse environment. Students are more likely to stay and persist at Berkeley when they gain a sense of belonging by participating in our co-curricular activities. We understand the issues most relevant to students today, and provide services to help ensure Berkeley maintains our talented students, regardless of background or resources. Each RSSP unit contributes to making our living/learning communities relevant, engaging, and active. As a campus auxiliary, we deliver operational excellence in service to UC Berkeley's mission, while contributing significantly to University priorities.


This position is part of the Housing Facilities team within RSSP which manages over 3 million square feet across 150 buildings and houses over 10,000 residents (including undergraduate/graduate students, their families, faculty and staff). Housing Facilities provides clean, safe, code compliant facilities, efficient response to concerns, a high-quality experience and focus on customer service.


Responsibilities


  • Advises senior management in responding to requests for information regarding capital improvement planning, ensuring consistency and continuity in offering historical perspective in describing projects.
  • Provides strategies, tactical management and coordination of all RSSP-owned capital improvement projects, including ensuring implementation of planned building, landscape and infrastructure programs.
  • Effectively conveys the design requirements and intent to those responsible for the design in sites with specialized or general use buildings.
  • Directly oversees development of early project estimates, budgets, scheduling, integrity of project design and functional performance expectations in alignment with Campus & RSSP policies for assigned projects, ensuring on-budget and on-time performance.
  • Establishes/maintains good working relationship with diverse populations including internal departmental units, campus service providers such as EH&S and Police, and external regulatory agencies such as State Fire Marshall, State Architect, et cetera, to ensure sufficient support for tactical project implementation. Serves as the primary contact with Capital Projects, PP-CS, and EHS for RSSP capital projects.
  • Makes discretionary decisions on behalf of the department, reviewing extra costs, vendor selection and management, attending the owner-contractor-architect meetings, or delegating to project managers as appropriate.
  • Manages professional staff of project managers, analysts and other design/construction professionals; identifies staffing needs, selects, hires, trains, evaluates and, as required, takes corrective action with direct reports.


Required Qualifications


  • Ability to work with complex operating budgets as well as minor capital budgets containing up to 150 projects, with many in various stages of completion.
  • Thorough knowledge of industry best practices.
  • Minimum 5 years’ experience of project management for major or minor capital projects.
  • Ability to work in complex environment involving academic, residential, administrative, and dining facilities.
  • Strong computer skills in various applications related project management, work order processing, as well as various spreadsheet and work processing applications.
  • Excellent skills to lead, mentor, direct, and manage personnel including selection, training, evaluating and as required taking corrective action.
  • Excellent organizational skills including skill in consistently and effectively meeting budget and time deadlines.
  • Able to facilitate and collaborate with various internal and external constituencies on strategic long- and short-term facilities planning, management and building construction.
  • Excellent written, verbal and interpersonal communication skills, including skill to work effectively with multiple constituencies to advance organizational objectives.
  • Thorough financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests.
  • Bachelor’s degree and/or equivalent experience/training in architecture, engineering, urban design, city planning or landscape architecture and license or certificate to practice in at least one of the above professions.
  • Knowledge in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes, and industry best practices.
  • Advanced knowledge of engineering and/or architectural design and concepts.
  • Minimum 2 years’ experience leading or managing team of project managers for major or minor capital projects.


Salary & Benefits


This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for full UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.


The budgeted salary or hourly range that the University reasonably expects to pay for this position is $160,000 to $190,000.
