Job Description

Overview
The purpose of the program is to assist individuals living with mental health concerns in their recovery through the coordination of rehabilitation, treatment and support services that are participant focused and goal oriented. Guided by an understanding of the agency's philosophy, the PROS program regulations, and by the agency's standards for management performance, the Director is responsible for the general oversight and administration of East Village Access. The Director ensures that the program meets OMH contract and licensure demands and is compliant with Medicaid, Medicare and Managed Care Companies requirements. The director manages the program’s human and fiscal resources and creates and implements quality assurance activities that promote excellence. All job duties must be performed in a manner promoting empowerment, recovery, and a team approach.

Essential Job Functions
  • Promotes the integration of clinical and rehabilitation service delivery by nurturing a team approach and facilitating the collaboration of medical and non-medical staff.
  • Markets services to ensure adequate utilization and fiscal viability.
  • Manages crisis intervention and emergencies.
  • Assures that all requisite documentation/charting is completed in an accurate and timely manner in accordance with appropriate regulations.
  • Collaborates with community-based programs and clinical providers to ensure coordination of services to program participants and address needs identified in participant-plans.
  • Conducts Quality Assurance, Utilization Review, and program evaluation to guide strategic planning and development.
  • Ensure that the program operates within the agency’s expectations and philosophy.
  • Ensures all staff members have access to mandatory training and able to meet expected completion of all mandated training as specified by the agency and by the program’s funders.
  • Recruits, directs, and provides guidance and supervision to assigned staff so that program goals are communicated effectively and job performance is continuously and formally evaluated.
  • Ensure timely and accurate submission of reports and other documents to meet funding, contracting and agency reporting requirements.
  • Maintains staff supervision schedule as per agency’s expectation.
  • Monitors program budget and negotiates issues with the fiscal department as they arise.
  • Assists with creating and amending policies, procedures, and operational guidelines.
  • Serves as a member of Division and agency’s staff leadership as specified.
  • Submission of proposals for funding.
  • Supervises participant use of services including assignment to staff, assessment, intake and admission, referral and discharge to services that provide optimal support and treatment.
  • Liaises with Foothold Technology and all other relevant portals to ensure that the database system, required reporting, etc. are responsive to program needs.
  • Facilitates the identification, creation and development of services and activities to meet the needs of participants.
  • Ensures timely and accurate submission of billing to MCOs, Medicaid and Medicare. That includes also ensuring timely attainment of authorization for treatment (when applicable); follow up of all unpaid submissions and accurate ongoing documentation and records entry to secure timely reimbursements.
  • Ensures that the program meets and maintains all regulatory requirements as outlined by the program’s funders (OMH, Medicaid Medicaid-MCOs and Medicare.)
  • Ensures management of appropriate staff coverage per regulatory requirements and specific service delivery needs (e.g. clinical and intensive rehabilitation.)
  • Provides direct services to participants as needed.

Qualifications
Job Qualifications
  • Licensed Master in Social Work; Mental Health Counseling; psychology (clinical license preferred)
  • Show initiative and be responsible for follow through.
  • Have an understanding, appreciation, and commitment to the philosophy and mission of Community Access.
  • Commitment to recovery-oriented practice.
  • Minimum of five years administrative and/or supervisory experience preferred.
  • Be skilled in conflict mediation/negotiation and have an assertive approach to problem solving.
  • In depth understanding of PROS Regulations.
  • Available to work on Saturdays and holidays when needed.
  • Ability to maintain confidential information, as related to position.
  • Be creative and flexible.
  • Must be fingerprinted and cleared by the NYS Justice Center.
  • Resourcefulness and a good sense of humor a must.
  • Excellent oral and written communication skills.
  • Ability to utilize various computer programs, specifically Microsoft Word and Excel.
  • Demonstrated leadership skills and ability to work as part of a team.
  • Minimum of five years experience in mental health, with clinical experience preferred.
