Position Purpose


Plans, directs, and oversees production, production support and watershed management activities for the VWNJ Hackensack System. Responsibilities include managing the overall operation and maintenance of all sources of supply, treatment and pumping stations, storage tanks, electrical and mechanical equipment, and instrumentation to ensure the provision of high-quality water at a reasonable cost. Ensures adequate supply of water through the treatment and use of the company’s water sources and the efficient administration of purchased water contracts. Ensures that Company, governmental, and contractual requirements, and standards are consistently met. Requires the exercise of a considerable knowledge of operations, maintenance, policies, and laws.

Primary Duties/Responsibilities


The Director of Operations is responsible for the efficient and compliant operation of all plants and outlying stations in the VWNJ Hackensack system. The incumbent must analyze operational data in order to continually improve water quality, optimize energy and chemical usage, and control manpower/contractor costs while maintaining compliance with all company and regulatory standards and permit requirements.


Accountable For


  • Managing company assets efficiently.
  • Ensuring compliance with NJDEP license requirements for the Haworth WTP and satellite facilities.
  • Ensuring operational compliance and reporting for plant residuals management.
  • Assisting in preparation of annual capital and expense budgets, and reviewing/reporting budget activity on a regular basis.
  • Routinely meeting with staff to discuss work plans and department goals, provide counsel regarding priorities, problem situations, etc.
  • Ensuring appropriate operators licensing for departmental staff.
  • Establishing the proper chemical dosing and inventory at all facilities (treatment plants, production wells, etc.) supervising personnel in the collection of samples and deciding upon corrective measures.
  • Operating dams consistent with NJDEP permitting, Dam Tender’s guidelines, and watershed management best practices.
  • Ensuring operational compliance with Safe Drinking Water Act regulations.
  • Ensuring operational compliance with all water diversion permits.
  • Ensuring knowledge transfer.
  • Directing workforce to accomplish daily operations and maintenance of treatment/production facilities and the watershed in an efficient manner.
  • Completing performance reviews of reports as required.
  • Preparation and submission of all relevant operating reports for regulatory agencies and for internal purposes.


Responsible For


  • Implementing emergency response on 24-hour basis, and for scheduling personnel to be available for response. Ensure all facility emergency response plans are updated and staff is trained/familiar with the plan contents.
  • Ensuring coordination between operations staff and engineering/capital management/contractors to ensure continuity of plant operations and successful capital project development and delivery.
  • Performing as active and contributing member of the VWNJ senior leadership team.
  • Managing inventory items as required.
  • Continuously improving systems, processes, and procedures as measured by KPIs.
  • Ensuring appropriate customer satisfaction/levels.
  • Adhering to operating budget and regulatory compliance requirements.
  • Working with Human Resources to manage personnel issues.
  • Providing leadership and motivation for subordinates.
  • Developing and continuously improving Standard Operating Procedures (SOP’s).
  • Coordinating with Veolia Contract Services personnel that manage adjacent municipal systems (Hoboken, Jersey City, etc.).
  • Proactively sharing resources across teams.
  • Facilitating communication among personnel and departments.
  • Working with other VWNJ functional groups to schedule facility improvements, preventative and corrective maintenance.
  • Participating in Big 6 water purveyor meetings/activities.
  • Maintaining professional relationship with Bergen and Hudson County Fire Chiefs, DPWs and other internal/external departments and contractors to ensure facilities will meet operational needs.
  • Ensuring accurate preparation of daily reports, daily crew attendance, sick leave monitoring, overtime monitoring, and vacation scheduling.
  • Coordinating with NJDWSC personnel for management of the Wanaque South and Dundee partnerships.
  • Liaison with Municipal Offices of Emergency Management on all aspects of production operations including supply emergencies, flooding, and other emergencies affecting the delivery of potable water to customers.
  • Assessing and adjusting training programs to ensure an effective work force and suitable leadership for current and future needs of the departments.
  • Interfacing with customers, outside contractors and City, County or Government Agencies.
  • Coordinating with EHS&S personnel in conducting department safety and training programs and assure that staff adheres to required regulatory and internal EHS&S policies and procedures.
  • Efficiently utilizing resources.


Qualifications


Education/Experience/Background:


  • Minimum 10 years of operational leadership experience.
  • Bachelor's degree in Engineering or related science is desirable.


Knowledge/Skills/Abilities


  • Operational knowledge of wells, pumps, and related equipment.
  • Ability to work on emergency stand-by.
  • Understanding of chemistry for sampling and treatment procedures.
  • Excellent management and supervisory, interpersonal, and problem-solving abilities.
  • Operational, financial planning and budgeting for a regulated utility.
  • Ability to be Emergency Response Officer for Haworth WTP.
  • Knowledge of water utility operations, maintenance, and construction practices.
  • Knowledge of rate making processes for regulated utilities.
  • Must be able to deal effectively with all levels of staff, management and organized labor groups.
  • Familiar with related safety practices.
  • The incumbent must be able to read and understand Engineering and site plans, specifications and as-built drawings.
  • Understanding in hydraulic principles.
  • Strong communication skills, both written and oral.
  • Proficient with planning, budgeting, and variance analysis.
  • Ability to negotiate with contractors.


Required Certification/Licenses/Training


  • NJ State Water Treatment Plant Operator’s License (T4) is necessary and/or ability to acquire within a reasonable amount of time.
