We are focused on creating and supporting diversity, equity, and inclusion within the organizational culture and in our community.\ \ Ames Community School District is seeking Director of Human Resources.\ \ MISSION STATEMENT\ The mission of the Ames Community School District is to ensure that all learners develop the knowledge, skills, attitudes, values, and personal esteem necessary to grow in and shape a changing society.


\ Summary\ Under direction of the Superintendent, the Director of Human Resources administers the planning, organizing, and direction of all HR functions for the District. This individual performs highly complex managerial and strategic work with responsibility for areas including but not limited to: recruitment, classification and compensation, employee assistance, employee and labor relations, licensure, performance management, background investigations, HRIS, leaves of absence and training and organizational development with a commitment to diversity and inclusion, through policy and initiation of a unit to ensure District educator empowerment and accountability.


\ Responsibilities/Essential Functions:


  • Develops and maintains productive working relationships with collective bargaining groups to assure positive employee relationships.
  • Consults with legal counsel as appropriate on matters with legal implications.
  • Participates in labor-management meetings and follow-up action based on labor-management discussion/meetings.
  • Communicates changes in the organization personnel policies and procedures and ensure compliance.
  • Researchesprocedural and administrative studies to evaluate and enhance HR functions; forms and implements recommendations for improvements.
  • Ensures all mandated training is completed in a timely fashion.
  • Education surrounding equity, diversity, and inclusion of human resource practices.
  • Ensures job analysis studies are performed for proper classification.
  • Serves as District Compliance Officer and conducts or coordinates investigations into allegations of harassment, bullying, discrimination, and abuse involving employees or volunteers.
  • Develops, provides leadership, provides training, and provides c nsultation to all staff on employment matters such as workplace safety, anti-harassment and discrimination laws, Title IX, cyber security, student safety, etc.
  • Coordinates the recruitment, screening, and training of educational assistants by building principals.
  • Displays the highest ethical and professional behavior in working with students, parents, school personnel, and outside agencies associated with the school.
  • Experience training school district administration, staff, and teachers on the laws and regulations surrounding equitable hiring.
  • Serves as the Districts Title IX decision-maker.
  • Plans, develops, and revises personnel management policies for submission to the board for adaptation.
  • Trains administrators in recruitment and selection of best practice.
  • Coordinates District responses to complaints of discrimination filed with state and federal agencies.
  • Gathers and analyzes data to support sound decision-making in all HR functions.
  • Maintains EEOC data and completes mandated reports.
  • Represents the District in unemployment hearings.
  • Assists with the annual review, preparation, and administration of wage and salary programs.
  • Recommends all personnel assignments, transfers, dismissal, promotions, and terminations to the board of education.
  • Works proactively to resolve issues before they become formal grievances, use mediation techniques and problem and problem solving to bring about resolution where appropriate.
  • Ensures best practices in HR leadership operations and management.
  • Performs other tasks as assigned by the Superintendent.
  • Onsite work required.
  • Supervises the accurate and timely preparation and /or completion of compliant federal reports.
  • Develops, implements, and controls departmental budget; ensures all functions and programs are performed within established budget parameters.
  • Oversees the maintenance of all employee records.
  • Develops and maintains a human resource information system that meets the Districts needs.
  • Experience with administering affirmative action/ equal opportunities, discrimination and harassment, Title IX, sexual misconduct and sexual assault, and other discrimination as it pertains to basis of race, color, age, ethnicity, religion, national origin, pregnancy, sexual orientation, gender identity, genetic information, sex, marital status, disability, or status as a U.S. Veteran.
  • Oversees, supervises, and be accountable for management aspects and evaluation of the HR department.
  • Creates a welcoming environment and sense of belonging for all staff.
  • Leads the recruitment and hiring of the school district workforce, including substitutes.
  • Provides consultation and guidance to administrators to support them in carrying out their responsibilities on personnel matters.
  • Administers comprehensive HR programs to maintain a highly qualified and diverse employee workforce with adequate staffing.
  • Prepares and maintains employee handbooks for all employee groups.
  • Develops, provides leadership and trains administrators in evaluation procedures, including skill assistance, intensive assistance, and performance improvement plans.
  • Serves as the Districts Level 1 investigator for Chapter 102 abuse investigations.
  • Ensures compliance with regulations pertaining to the Iowa Public Employment Relations Act and serve as the Districts principal liaison to PERB.
  • Administers district collective bargaining agreements; negotiations, contract management, interpreting contract language, processing grievances and support administrators in managing the collective bargaining agreements.
  • Coordinates the Affirmative Action Plan.
  • Develops, provides leadership, provides training, and provides consultation to administrators on employee relations issues.
  • Provides training to district administrators to ensure fair and appropriate implementation and the understanding of personnel policies and procedures.


Qualifications


  • At least 8 years of successful experience in human resources or education.
  • Masters Degree or equivalent
  • Human Resources professional certification preferred.
