Job Description

The Director of Finance is responsible for overseeing the operations of the Finance Department.Reports directly to the Executive Director. This position is responsible for financial and administrative operational functions for the Brazos Valley Council of Governments (BVCOG) and its various concerns.This includes but is not limited to the financial, personnel, and procurement operations.Duties include overseeing and participating in payroll, cash management, grant accounting, subcontractor auditing, recruiting, employee benefits and records, grievances, and procurement of goods and services.Implements financial policies and procedures and monitors compliance of financial procedures and rules set forth by multiple state and federal funding agencies which support the agency’s operations.


DUTIES AND RESPONSIBILITIES:

  1. Exercises authority to assure an adequate financial system is maintained to meet the requirements of all funding agencies.
  2. Exercises authority to assure that the financial system provides for adequate reporting for the funding agencies, the Executive Director, the Council staff and the Council Board of Directors.
  3. Exercises authority to assure that a financial manual is prepared and maintained to define all operations of the Finance Department and procedures and flow charts on how operations are carried out.
  4. Develop Council purchasing policies and procedures in compliance with state and federal policies and grantor requirements.Works in concert with the Purchasing Solutions Alliance director on matters involving purchasing, procurement and requests for proposals/qualifications.
  5. Exercises authority over Council depository relationship and assures that all security pledge requirements are met.
  6. Supervises accounting activities of finance staff for all programs, including procurement, account reconciliation and property management.
  7. Responsible for management of annual audit and all monitoring reports by funding agencies and prepares responses of any audit exceptions with the Executive Director.
  8. Prepares annual budget and Cost Allocation Plan for Executive Director, maintains compliance, and recommends any required adjustments for Executive Director approval.
  9. Oversees and manages the accounting, investment, disbursement, financial, treasury, and budget reporting for BVCOG and as directed for non-profit organizations working with BVCOG.
  10. Maintains direct communications with the Executive Director of activities occurring within the Finance Department.
  11. Directs activities associated with the security and investment of public funds; maintains investment records.
  12. Prepares and presents monthly financial reports to the BVCOG Board of Directors.
  13. Designs or modifies systems to provide records of assets, liabilities and financial transactions of BVCOG.
  14. Supervises and serves as BVCOG’s liaison between the audit firm and grantor agency financial matters.
  15. Works with other staff on property control systems.
  16. Working with the Human Resources department, oversees some personnel activities for the finance department including recruiting and managing of staff.
  17. Works as a team member with other staff members to assist in all Council activities for the overall benefit of the Council. Ensures financial transactions, policies and procedures meet BVCOG’s short and long-term objectives and requirements of regulatory bodies while making regular adjustments for changes in programs and priorities.

QUALIFICATIONS:

Required to possess certification as a CPA. Master’s degree or undergraduate degree in business administration, accounting or finance accepted if working to attain CPA. Knowledge of financial administration and fiscal accounting, governmental accounting, budget control methods, policies and procedures, and laws and regulations pertaining to financial operations.Ability to plan, organize and direct accounting programs; to budget funds, to apply accounting theory; to communicate effectively and to plan, assign and/or supervise the work of others.Must be knowledgeable in computer software and networks.Experience should include progressive responsibilities.Must be dependable, mature and able to maintain effective working relationships with staff, local state and federal officials and the public sector.

SUPERVISION:

Performs direct supervision of finance staff.

PHYSICAL REQUIREMENTS:

Must be able to lift at least 50 pounds. Must be able to sit for long periods of time.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Must be able to operate standard office equipment.
  • Have ability to multi-task and work cooperatively with others.
  • Must maintain complete and accurate records.
  • Have the ability to work with people of many cultural backgrounds.
  • Must have good organizational skills.
  • Must have knowledge of governmental accounting at the state and federal levels.
  • Supervise and motivate employees.
  • Must be dependable and able to understand and accept any responsibility assigned.
  • Ability to learn the software(s) required for this position.
  • Apply correct business English, spelling, punctuation, and arithmetic.
  • Demonstrate proficiency in both oral and written communication.
  • Previous work experience or education in a related area is desired.
  • Must have a working knowledge of Microsoft Office programs.
  • Must be able to initiate working relationships with local, state and federal partners.

CERTIFICATIONS/LICENSES:

Required: Valid driver’s license, acceptable driving record and clean background check; Having reliable transportation is preferred.
