Salary Range: $88,539 - $131,381 (Grade D 634 Hay Points)


Responsibilities

This position is responsible for directing and coordinating all employee training of the Facilities Division at all NYCT DOB and MTA Bus locations. These duties include determination and delivery of safety training in accordance with Office of System Safety (OSS) standards, planning, scheduling, and controlling managerial, non-managerial, supervisory, and hourly employee programs as well as implementing requirements listed in the collective bargaining agreements, all regulatory agencies, and programs identified by Facilities management. Administer NYC DCAS practical exams for Facilities personnel; oversee vendor and external training resources. Supports Facilities Business Planning and Administration Unit general administrative functions.

Additional Duties and Responsibilities include:

Establish, implement, and control standards, procedure, priorities, and requirements for Facilities Training at all NYCT DOB and MTA Bus locations including Facilities Training centers at Bathgate Shop. Plan, direct and administer all DOB NYCT & MTA Bus Facilities training activities, including all equipment, tools, materials, and supplies. Specifically mentioned by title in the OSS Training Matrix to monitor and deliver all required safety training to meet, OSHA, OEM, and regulatory agency requirements. Schedule the delivery of commercial driver's license training (Class A and B) as required. Administration of DCAS exams and contractually required preparatory training.

Create RFPs for training services; establish curriculum for hourly/trade, supervisory, non-managerial and managerial employees; select vendors, evaluate instructors, and coordinate registration, enrollment, scheduling, and delivery of training. Divisional liaison for seminar and travel authorizations processing. Divisional liaison for identifying, scheduling, and coordinating HR safety, technical, computer, and professional development training. Process all training related invoices.

Schedule necessary training courses for over 500 employees throughout the OA, TA, and MTA Bus utilizing internal and external sources. Evaluate basic, advanced, pick specific, skill refreshers and vendor course content and instruction. Prioritize curriculum development. Establish quick response curriculum development and on-the job delivery of targeted operational needs. Responsible for planning, and scheduling including Right-to-Know and State Mandated Training.

Manage employee training schedule and attendance records. Request course codes as required to ensure capture of training records in ELM. Generate monthly training reports on training activities based upon departmental guidelines and goals. Design, develop, and deliver the NYC Transit practical exams for potential employees. Supervise the development of Notice of Exams and exam content. Manage and distribute safety reports, such as hearing conservation and lockout tag out. In conjunction with HR Interview Provisional job candidates.

Collaborates with management teams to assess current and future training needs, develop and implementation of needs as well as monitor effectiveness of established programs.

Education and Experience

  • A satisfactory equivalent of combined education and experience requirements.
  • A baccalaureate degree from an accredited college in Business Administration, Industrial Management, Engineering, or a satisfactory equivalent, and eight (8) years of full-time related professional experience, and at least three (3) years of which must have been in an administrative/supervisory/managerial capacity.

Desired knowledge, skills, and abilities

  • Extensive knowledge and experience in training techniques, curriculum development and delivery.
  • Strong facilities and construction trades knowledge.
  • General knowledge of NYCT rules, operations, and procedures.
  • Proficiency in data research, collection, analysis, and reporting.
  • Proficiency in the safe and proper use of hand tool, power equipment and personal protective equipment.
