Class Concept

Minimum Qualifications:
Master's degree in business, healthcare management, public administration, public health, behavioral health, or a related field; and seven or more (7+) years of experience either managing provider/vendor contracts and performance, or administering the delivery of behavioral health services in the public sector, including four or more (4+) years supervisory experience.
Specific License or Certification Required:
Any clinical or administrative certification in psychiatry, psychology, counseling, case management, or related field preferred.
Specific Knowledge, Skills, or Abilities:
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.


Example of Duties

Purpose of Classification:
The primary function of this role is to oversee planning, coordination, programming, and performance of the County's behavioral health and developmental disabilities services. Responsibilities include managing assigned staff, guiding the County behavioral health and developmental disabilities strategy, partnering with local government and community groups, administering grants, and managing assigned departmental budget and expenditures. This role also has full and complete responsibility, as designated by the County Manager, for overseeing contracts between the County and behavioral health service providers, and managing strategic, operational, quality, and other performance characteristics for services administered through the contracts. The purpose of this classification is to direct the establishment and provision of Fulton County Department of Health and Wellness services/programs; ensure that the County's health needs are met; and establish the department's mission and vision in alignment with target goals and focus areas identified by the Board of Commissioners. Responsibilities include overseeing the direction of programs and services, administering grants, and managing assigned staff and the departmental budget.
Essential Functions/Additional Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Develops and guides the behavioral health and developmental disabilities strategy for Fulton County. Sets the strategic direction for behavioral health and developmental disabilities services and performs strategic planning with Fulton County executive leadership. Identifies opportunities to improve the behavioral health and developmental disabilities service delivery models based on emerging trends and leading practices. Oversees assessment of the behavioral health and developmental disabilities needs for constituents within Fulton County and tailors the strategy to align accordingly. Advises the Board of Commissioners and County Manager on issues related to departmental programs and/or services.
Oversees contract and performance management for behavioral health providers. Develops, revises, and administers an ongoing contract for the provision of behavioral health services across Fulton County. Drives the creation and monitoring of key performance indicators, such as quality, access, utilization, financial, and other metrics to be included within the contract. Manages the reimbursement standards established within the contract, e.g. fee for service. Deploys and oversees targeted remediation plans to address performance issues as necessary. Prepares reports and documents for publication or presentation, including an executive performance dashboard with updated performance data, reports on broader performance against the contract, and contract audit results. Coordinates with the State DBHDD and other regulatory entities to review audit results and compliance with regulatory and performance standards. Serves as single point of contact for providers within Fulton County's behavioral health network and provides consistent and timely responses to providers.
Oversees developmental disabilities services provided by Fulton County. Oversee the provision of services provided within the County's developmental disabilities training and day services centers. Measures and reports on quality and operational metrics for developmental disabilities services. Implements changes and performance improvement initiatives for developmental disabilities.
Drives collaboration, coordination, and communication across departments, agencies, the community, and other entities. Interfaces and collaborates with community groups, the State of Georgia DBHDD and other State agencies, local municipalities, schools, and the criminal justice system on behavioral health issues. Drives coordination of the behavioral health model across all entities, including the use of data systems, collection of data, performance analysis, sourcing and administration of funds, and revising the behavioral health strategy as necessary.
Identifies additional funding sources and drives effective use of County funds.Administers grants from federal, state, and other sources.Identifies new funding sources, oversees grant writing efforts, and coordinates fiscal management of grant funds.Implements and manages Medicaid enrollment support as a component of delivering behavioral health care.
Oversees behavioral health and developmental disabilities department staff, facilities, and other administrative duties. Manages organization design, modifying functions and responsibilities as needed in order to execute the behavioral health and developmental disabilities strategy. Manages assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, and administering disciplinary action as required. Prioritizes departmental goals and objectives for assigned staff. Develops policies related to staff training and oversees training implementation. Manages assigned departmental budget and monitors expenditures for programs and resources. Oversees departmental financial metrics, audits of internal processes and procedures, and directs related follow-up activities. Performs other related duties as required.


Minimum Qualifications

Performance Aptitudes:

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to start, stop, operate and monitor the functioning of equipment, machinery, tools, and/or materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize scientific data and information, as well as reference, descriptive, design, advisory, consulting, synthesis and conceptual data and information as applicable.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
Functional Reasoning: Requires the ability to apply principles of logical, abstract, or conceptual thinking to determine a wide range of both intellectual and practical relationships, and to exercise judgment and make decisions to serve as guides and general directives for an entire organization.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
Other Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as, disease/bodily fluids, and other pathogenic substances.
