Minimum Qualifications:

Education and Experience:

Master's degree in a behavioral science (psychology, social work, sociology) or special education, supplemented by training as a social worker, professional counselor, marriage and family counselor, psychiatric nurse, psychologist, or rehabilitation counselor, and five years of progressively responsible experience in behavioral health management, including three or more years of supervisory experience.

Licensing Requirements:

May require a valid Georgia driver’s license. State of Georgia License as a professional counselor, clinical social worker, marriage and family therapist, psychologist, psychiatric nurse, rehabilitation counselor. or Certification in Special Education.

Manages multiple behavioral health programs for the court, including developing strategic plans and allocating resources to achieve established goals and objectives.

Essential Duties:

This job description indicates, in general, the nature and level of work, knowledge, skills, abilities, and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent. Manages multiple behavioral health programs, including developing strategic plans, goals, objectives, policies, and procedures. Organizes and develops new services and resources and monitors service delivery outcomes. Evaluates the effectiveness of assigned behavioral health programs and ensures compliance with established operational standards. Develops and monitors assigned program budgets. Investigates concerns related to the quality/continuity of client care. Manages assigned staff, including establishing workloads, prioritizing work assignments, evaluating performance, interpreting and enforcing policies and procedures, resolving issues, and administering disciplinary action as required.

Knowledge, Skills, and Abilities:

Requires knowledge of Principles and practices of budget development and administration, strategic and program planning, crisis intervention, behavioral health case management, client confidentiality, risk management, and quality improvement related to behavioral health services. Laws, rules, and regulations governing behavioral health programs. Techniques used to conduct client assessments, diagnostic evaluations, and individual, group, and family therapy. Medical and pharmacological terminology. General office practices, procedures, equipment, and technology.Requires skill in Supervising staff. Organizing and prioritizing work. Developing and managing budgets. Resolving problems and making decisions. Developing, implementing, interpreting, and enforcing goals, objectives, policies, and procedures. Planning and evaluating behavioral health programs. Interacting effectively with clients from diverse socioeconomic and cultural backgrounds. Developing effective crisis intervention and prevention strategies. Providing individual, family, and group therapy. Developing effective training programs. Using spreadsheet, database, word processing, presentation, financial/accounting and other software to gather, organize, analyze, and present information. Building sustainable working relationships with other County personnel, officials, and the public. Communicating effectively with coworkers, supervisor, and the public. Generating enthusiasm and support for program objectives.

Minimum Qualifications

Physical Requirements:

Work is typically performed in an office-like environment. May work in high conflict situations and with difficult, sometimes dangerous parties. Positions in this class typically require sitting, standing, walking, fingering, driving, talking, hearing, and seeing. Sedentary Work: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
