Job Description
Position Purpose

The Development Services Policy Administrator is responsible for managing staff performance involving the coordination of complex administrative projects or activities for the Development Services Department that require a high degree of specialized knowledge. Conducts research, provides data, make recommendations, and implements solutions to achieve project goals and objectives. Serves as project coordinator or team leader on special projects as assigned by the Management Team. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.

Essential Functions

  • Manages and coordinates all activities relating to development and revision of the Development Code and city building codes.
  • Serves as the department annexation coordinator/liaison.
  • Represents the City at local and national level Code Development process
  • Manage all issues relating to proposed legislative changes, to include preparing and delivering presentations to Texas legislative committees.
  • Performs related duties and fulfills responsibilities as required
  • Prepares updates for the department's Development Process Manual, to include development of related brochures and new customer welcome packages.
  • Provides interpretation and communication of all code changes and plan amendments.
  • Facilitates Economic Development Department efforts to bring new business to Dallas and serves as meeting representative for high profile business leaders.
  • Develops and coordinates all matters relating to the Department's Bulletins and Code Interpretations.

Minimum Qualifications

EDUCATION:

  • Bachelor’s degree in architecture, engineering, building construction or business field.

EXPERIENCE:
  • Five (5) years of increasingly responsible experience in development service with municipal government, building construction, municipal building plan or zoning review, or permit issuance.
AND
  • Three (3) years of supervisory/administrative experience. (This experience may be included in the required experience listed above.)

EQUIVALENCIES:
  • Associate degree in any field plus seven (7) years of the required experience including three (3) years supervisory/administrative responsibilities will meet the education and experience requirements.
  • Master’s degree or higher in a specified field plus three (3) years of the required experience including three (3) years supervisory/administrative responsibilities will meet the education and experience requirements.
  • High school diploma or GED plus nine (9) years of the required experience including three (3) years supervisory/administrative responsibilities will meet the education and experience requirements.
  • Bachelor’s degree or higher in a non-specified field plus seven (7) years of the required experience including three (3) years supervisory/administrative responsibilities will meet the education and experience requirements.

LICENSE and CERTIFICATIONS:
  • Valid driver's license and good driving record.
  • Must obtain International Code Council Building Official certification within 12 months of appointment.
PREFERENCES:
  • International Code Council Fire Code Official certification
  • Project Management Professional certification
  • Represents the City at local and national level Code Development process
  • International Code Council Master Code Professional certification

  • Knowledge of pertinent Federal, State and local laws, codes and regulations.
  • Skill in the proficient operation of personal computers & associated software.

  • Knowledge and understanding of institutional goals, objectives, structure, and operations.

  • Ability to establish and maintain effective working relationships with City staff, other government officials, community groups, the public, and media representative
  • Ability to perform complex tasks and to prioritize multiple projects.
  • Knowledge of principles and practices of budget preparation and administration.
  • Knowledge of performance measurement techniques applied statistical analysis, organization strategic planning, operations research, and human resources planning.
  • Ability to understand department operations, services, and activities.
  • Ability to analyze complex organizational structures and functional relationships.
  • Ability to apply mathematical and statistical methods to organizational studies.
  • Ability to interpret, explain and apply City and department policies and procedures.

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
