Job Description

Duties

This position is located in the U.S. Environmental Protection Agency Office of Inspector General. The EPA OIG is responsible for detecting and deterring waste, fraud, and abuse, and promote efficiency and effectiveness in the programs and operations of the EPA and the U.S. Chemical Safety and Hazard Investigation Board, in accordance with the Inspector General Act of 1978, as amended. The incumbent serves as the Deputy Inspector General, reporting directly to the Inspector General and acting on behalf of the IG in the IG’s absence. The incumbent provides oversight of the Assistant IGs, acts on behalf of the IG in the IG’s absence, and, with the IG and Chief of Staff, provides enterprise-wide senior leadership to the EPA OIG.

As the Deputy Inspector General, you will be responsible to:

  • Promotes compliance with the applicable ethics laws, regulations, and policies, serving as a role model EPA OIG senior executive leader. Promote an organizational culture that fosters collaboration and excellence, focusing on the EPA OIG being an employer of choice in the oversight community.
  • Supervise the Assistant IGs of the EPA OIG oversight offices, providing strategic guidance in the development and conduct of audits, evaluations, and investigations. Provide direction and oversight to special projects and programs initiated by the IG. Horizontally integrates actions and initiatives across EPA OIG offices.
  • Represent the IG in engagements with the EPA Administrator, other EPA senior leaders, the Chair of the CSB, other CSB senior leaders, the U.S. Department of Justice, the federal IG community, and other federal, state, local, and tribal government agencies, as well as Congress and the public.
  • Advise the IG in internal and external matters of significance, including on existing and proposed legislation and regulations relating to the EPA, CSB, and OIG, as well as provide legal counsel on matters related to the daily operation of the OIG.
  • Assist the IG in the execution of the IG’s duties and responsibilities as prescribed in the Inspector General Act of 1978, as amended.

Appointment to this position is subject to EPA OIG approval.

This is a Public Trust Position. Employment in this position requires a background investigation. Pre-employment drug testing is required prior to appointment.

A public financial disclosure (OGE-278) statement is required upon appointment into the SES. This statement will be used to avoid conflicting situations in employment through advice and counseling. You will need to provide the information annually.

One year probationary period may be required for initial SES appointment.

The selectee will be required to complete a "Declaration of Federal Employment", (OF-306), prior to appointment and the appropriate background investigation forms to determine suitability for Federal employment. Qualifications

Applicants must be a graduate from a full course of study in a School of Law accredited by the American Bar Association and be a member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

MTQ 1 - Demonstrated ability to conduct sound legal and policy analysis, and to present the results in a clear, precise, and persuasive manner on complex legal issues related to audits, criminal, civil, and administrative violations of federal statutes, regulations, policies, or procedures.

MTQ 2 - Demonstrated experience advising and engaging with multiple audiences such as Congress, Agency heads, Federal and State Officials, Special Committees and the general public to promote compliance with the applicable laws, regulations, and policies.

Education

Mandatory Education Requirement:

This is an attorney position. Applicants must have a Juris Doctorate degree from a law school accredited by the American Bar Association and must be duly licensed and authorized to practice as an attorney under the laws of any state or territory of the United States or the District of Columbia. Active bar membership (of any jurisdiction) is required.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be rated and ranked by the Executive Resources Board (ERB) using only the information submitted for consideration.
