Job Description


The Iowa Department of Health and Human Services (HHS) is seeking an individual to serve as Data Sharing Coordinator.


Under the direction of the Data Sharing, Privacy and Open Records Bureau Chief, this position will work in collaboration among each public health business unit and program, to provide planning and coordination for the execution of Data Sharing Agreements (DSAs) and Research Agreements (RAs) between Iowa HHS and data customers to be compliant with state and federal rules. Provides planning services and technical assistance to Iowa HHS staff and external requestors regarding the development of DSAs in which Iowa HHS is either exchanging confidential data with an external entity or receiving data from an external entity for the purposes of public health surveillance.


Monitors department research requests.


  • Communicates with researchers and data requestors on required submission materials for applications, and missing information based on applications.
  • Refers complex research issues to the Data Sharing Compliance Officer.
  • Drafts DSAs and RAs and prepare for signature. Route agreements to appropriate signatories, including using any routing software used by Iowa HHS.


Establishes and administers a quality assurance (QA) program to track status of each DSA and RA, and records agreements according to the requirements of lowa HHS.


  • Works cooperatively with the Data Compliance Officer and program staff to provide oversight of the process and communicate required updates to each as appropriate.
  • Confirms the destruction of lowa HHS data at the end of agreements.
  • Communicates need for data with department data custodians and data stewards when needed.
  • Manages DSA and RA renewal reminders and notifies requestors when data destruction is required.
  • Identifies DSAs and RAs with outstanding data destruction issues.


Facilitates meetings of the Research and Ethics Review Committee (RERC) and present research applications, communicate decisions, and provides planning services and technical assistance to researchers regarding their applications.


Assists with developing work plans, contracts, and reports for the Data Sharing Program. Maintains and enhances the data sharing websites; writes content; creates and updates forms, information, and application documents. Compiles annual reports and management performance measures on the number of agreements initiated and executed, types of data requested, publications received, and time between request and completion.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
  • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
  • Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
  • All of the following (a and b):
  • A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
