Position Summary: CoreSphere is hiring a Contracts Administrator to support the Finance Department by providing excellence in Contracts Administration to internal and external customers. The Contracts Administrator possesses knowledge and understanding of Government Contracts Administration within the IT Services industry. The Contracts Administrator supports the bid, capture and contract negotiation processes, and then ensures efficient performance throughout the life of each contract, supporting amendments and interpretations as necessary. Detail-orientation is a must in this role.
This position will be in a hybrid position based out of our Bethesda, MD office.
Responsibilities:
- Providing cradle-to-grave prime contract and subcontract administration primarily under federal government and state contracts.
- Managing the subcontractor process from issuing requests for proposals to closeout.
- Coordinates flow-downs of terms and conditions with other functional departments as required.
- Serves as point-of-contact for assigned customer portfolio and serve as customer interface on pre-contract and active contract activities.
- Working directly with clients, as well as CoreSphere technical staff and accounting staff to provide integrated contract and subcontract administration support.
- Supports maintenance and retrieval of contract documents/files and validated data, preparation of reports and participation in status reviews.
- Ensuring compliance with contract terms and conditions.
- Manages and monitors the performance of long-term contracts and agreements.
- Maintaining organized files and tracking spreadsheets and responding to audit requests.
- Analyzes the impact of modifications and revisions to contract terms and prepares recommendations and risk reviews for management.
- Drafting and negotiating Subcontracts, Non-Disclosure, and Teaming Agreements; and
- Ensure compliance with contracting policies, laws and regulations, including but not limited to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplements (DFARS), Cost Accounting Standards (CAS), Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).
- Maintains an accurate audit file for each contract which will include original contract, all correspondences, changes/deviations, amendments, clarifications, etc.
- Liaison with Defense Contract Management Agency (DCMA) for sources, inspections, and quality checks.
- Implementing company purchasing system policies and procedures.
Required Skills & Experience:
- Demonstrated knowledge of various contract types (i.e., FAR 12, FAR 15, Other Transaction Authority (OTA) Agreements, Letter Contracts, Indefinite-Delivery, etc.)
- Works well with varying seniority levels, including staff, managers and external partners.
- Takes ownership and responsibility for current and past work products.
- Experienced in and knowledgeable of contractual terms and conditions and high-risk terms.
- Bachelor's degree in business administration required, or equivalent combination of education, training, and experience.
- Experienced in federal acquisition process, government contracting principles and regulations (e.g., FAR, DFARS, NFS, other Agency Supplements, and contract-specific flow-downs, etc.) required.
- Highly organized individual with the ability to conduct business in a professional manner.
- Comfortable with negotiating Subcontracts with Government Prime Contractors.
- Demonstrates familiarity with finance and accounting procedures.
- Experience with negotiating and administering multiple funding types (CPFF, T&M, LH, FFP, FFP-EPA, etc.)
- Minimum of 4 years' experience performing duties and responsibilities in IT Services preferably in a government contracting environment
