Requirements Conditions of Employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Business Travel will be up to 5% of the time.
• This is an Army Acquisition, Logistics and Technology Workforce position.

• Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
• Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty per the DoDI 5000.66, change 3.

This vacancy is a career ladder position being filled at the GS-11 and/or GS-12 levels. Noncompetitive promotion to the full performance level GS-12 is authorized without further competition when selectee is eligible & recommended by management.

Basic Requirement For a Contract Specialist

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Qualifications For The Gs-11

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience required for GS-11:One year of specialized experience which includes: 1) Experience preparing and issuing solicitations for goods and/or services; and 2) Experience performing post-award contract administration: and 3) Experience performing price analysis to ensure the award amount is fair and reasonable. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Qualifications For The Gs-12

Specialized Experience required for GS-12:One year of specialized experience which includes: 1) Experience performing pre-award or post-award procurement functions; and 2) Experience in contract management, such as contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination; and 3) Experience implementing contractual guidance and processes for the procurement of goods and/or services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
