RAND is seeking a Contract Administrator to join our Contracts & Grants Department. The successful candidate will serve as a subject matter expert and function as a business partner with operating divisions. The Contract Administrator will provide contracts leadership and strategic consultation for RAND’s DoD and DHS Federally Funded Research and Development Center (FFRDC) contracts.
Responsibilities include but are not limited to:
  • Participate in recurrent meetings with the FFRDC sponsors
  • Participate in the preparation of RAND’s unique and complex FFRDC renewal proposals
  • Provide advice to RAND research staff regarding task order proposal preparation and interpretation of client requirements
  • Make recommendations for improving policies and procedures
  • Work with internal policy owners to review and interpret relevant contractual terms and facilitate related compliance
  • Lead negotiations for price, terms, and conditions; ensuring resulting contract/task order reflects agreement
  • Ensure RFPs, contract documents and other actions are consistent with RAND policy, objectives and other applicable regulations
  • Draft contract terms and conditions acceptable to RAND and RAND's FFRDC sponsors.
  • Identify potential risks to ensure full compliance with all regulations and applicable standards; provide recommendations for improved control and/or operation procedures
  • Function as the business interface with RAND’s external and internal clients
  • Develop negotiation strategies and draft contract language
  • Provide contract lifecycle administration and oversight
  • Review and negotiate non-disclosure agreements, data use agreements and memorandums of understanding
  • Provide information, status and/or action reports
Qualifications
  • Ability to proactively maintain file documentation
  • Ability to research, evaluate, interpret, and communicate requirements
  • Experience in financial and research administration systems required.
  • Strong analytical and problem-solving skills
  • Ability to negotiate and administer complex agreements
  • Excellent communication and interpersonal skills
  • Experience with FAR/DFAR/HSAR and relevant FAR/DFAR/HSAR Supplements preferred
  • Experience with Department of Defense and Department of Homeland Security contractual terms and conditions preferred
  • Ability to work with limited supervision
  • Detailed understanding of contractual risk areas regarding FFRDCs preferred
  • In-depth knowledge of Cost-Plus-Fixed-Fee, Fixed Price, and Indefinite Quantity/Indefinite Delivery Contracts required
  • Original and independent thinking to assist with developing and implementing business strategies to reduce risk
  • Ability to set priorities to meet deadlines and manage multiple projects
  • Ability to work with a diverse customer base
Education Requirements
BA/BS or equivalent experience required
MA/MS preferred
Experience
Minimum of 6 years of relevant experience
Security Clearance
Must be able to obtain and maintain a U.S. security clearance and be able to obtain a favorable DHS Fitness/Suitability determination. U.S. citizenship is required to obtain a security clearance.
Salary Range
$82,100 - $122,100
RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
