About The Position


Our Compliance Unit is growing and is looking to fill the Compliance Accountant role. Are you seeking a position that utilizes your attention to detail and knack for precision? Your skills may be an excellent resource for the Compliance Accountant role with the Maricopa County Public Health Compliance Unit.


As a Compliance Accountant, you will perform compliance reviews of the ARPA-funded projects' financial transactions, response activities, and other grant funds to help programs be audit-ready. You will collaborate with programs within the Department of Public Health and establish relationships across Maricopa County to ensure an understanding of all compliance aspects that will help increase efficiency and accountability while timelines and programmatic deliverables are achieved.

We Require


  • Bachelor's degree in Accounting, Finance, or a related field
  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis


We Also Value


  • Three or more years of experience in accounting/finance and federal grants
  • Experience working in governmental accounting, budgeting, or federal grants
  • Two or more years of experience in Compliance and/or Internal Audit
  • Experience working with Advantage System, InfoAdvantage, and other financial systems


Job Contributions


  • Review general ledger downloads and audit various accounting and financial documents, ensuring accuracy and correcting entries when necessary
  • Review budget information and funding details of grant proposals, providing financial details as needed
  • Assist with compliance metrics and tracking required documentation
  • Examine supporting compliance requirements to adhere to various compliance regulations, contracts and agreements, policies, and regulations of grants
  • Assist with auditing compliance procedures, practices, and documents to identify possible weaknesses or risks
  • Maintain a high level of external communications, promoting high standards of integrity and alignment with the company's values and understanding of policies and procedures in the Compliance Unit
  • Review invoices and ensure compliance documentation and requirements are met from balances, backup documents, requisitions, purchase orders, and contracts
  • Collaborate with other departments/units such as Internal Audit, Procurement, Grants, Contracts, and HR, responding to requests for information and working with internal program financial staff to resolve issues
  • Assist with the preparation of journal entries to make corrections and adjustments based on audit compliance reviews
  • Conduct reconciliations of Budget-to-Actuals spending by grants, including subrecipients, periodically
  • Perform compliance reviews of all financial transactions related to the American Rescue Plan Act (ARPA) Funds for the department to ensure fiscal responsibility and compliance with County policies and procedures and State and Local Fiscal Recovery Funds
  • Prepare special finding reports for Public Health Compliance Review, which may involve connecting with other work units or departments for corrections and recommendations


Working Conditions


  • Within one month of hire, all employees are required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test
  • This position primarily works in an office setting, with periodic travel to community partners' (Subrecipients) sites and facilities. May be subject to working non-standard hours or days based on need. Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency
  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
