Job Summary

El Paso County is looking for an individual with a mix of clinical and public health experience to lead a large division within the El Paso County Public Health Agency. Typical Hiring Range: $102,380.00 - $127,970.00 annually (salary to be commensurate with qualifications)

This position has in person and on call expectations with an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.


Performs high-level professional, leadership, management, and administrative duties in the planning, coordinating, and directing of the Community Health Promotion Division of El Paso County Public Health (EPCPH). Stays current with emerging public health issues and evidence-based, best practices to promote and protect the health of the community.

Essential Duties/Responsibilities

  • Responsible for proactive and timely responses to emerging issues and public health topics. Collaborates with the Office of Communication staff to inform and educate the community via media outlets, online platforms, and traditional tactics.
  • Conducts performance evaluations and empowers staff by providing leadership and motivating employees to achieve optimum productivity; participates in the hiring and disciplinary process. Determines ongoing training needs and ensures proper training and cross training is provided.
  • Performs other duties as required.
  • Seeks opportunities to promote health equity in our communities through Division programs and collaboration with other divisions across EPCPH.
  • Plans, organizes, and directs the operations of the Community Health Promotion Division for assigned program areas.
  • Serves as a member of the Senior Leadership Team and advises the Public Health Director in matters concerning program objectives, program concerns, emerging issues and public health trends, and health promotion needs and gaps within the community.
  • Serves as a member of the Leadership Team for the Department. Responsible for overall direction and strategic planning of Community Health Promotion Division. Advises the Public Health Director and Leadership Team in matters concerning program objectives, program concerns, emerging issues, public health trends, and service needs and gaps within the community.
  • Develops and manages the Division budget. Provides fiscal oversight of multi-million- dollar budgets for assigned areas; provides budgetary projections and recommendations related to programs and projects, staff allocations, and contract budgets. Reviews and approves program expenditures. Identifies and evaluates grant and additional funding opportunities for the agency.
  • Develops, coordinates, implements, and evaluates strategic planning initiatives and the necessary resources to accomplish those plans in accordance with the agency's Strategic Plan and mission, vision, and values.
  • Directs development of long-range Division goals and program plans, reports progress of division programs, and leads Division efforts to implement effective program evaluation, planning, coordination and integration, performance management, and quality improvement efforts.
  • Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community.
  • Develops strong community partnerships. Coordinates activities and collaborates with other County departments, state agencies, and community service groups. Represents the agency on community and state advisory and planning boards; participates in various agency and community committees or special projects, particularly as they relate to health services.
  • Participates in departmental emergency planning and response activities. Promotes public health within the community.

Qualifications

Knowledge, Skills, and Abilities:

  • Knowledge of strategic planning, research, and evaluation methods.
  • Knowledge and understanding of principles, practices, techniques, and procedures as related to public health, health planning and education, management, and public administration required.
  • Demonstrated ability to establish, develop, and sustain cooperative, professional relationships with a variety of local, state, and regional organizations including governmental and regulatory agencies and community-based organizations.
  • Knowledge of grant processes including grant writing, reports, and researching funding sources.
  • Ability to perform under pressure and when confronted with persons acting under stress.
  • Ability to supervise and mentor management, professional, and support staff in a productive and positive manner.
  • Ability to communicate clearly and concisely, both verbally and in writing to prepare reports, provide direction, and make presentations to a variety of audiences.
  • Ability to formulate plans, policies, and procedures.
  • Ability to prepare multi-million-dollar budgets and administer grants and contracts.
  • Knowledge and understanding of vulnerable populations and barriers to health. Acquires and maintains complex and technical knowledge of new and emerging public health trends, Public Health 3.0, best practices, policies, programs, stakeholders, and other information as necessary to support the achievement of the agency's goals.
  • Maintain regular and punctual attendance.
  • Must possess a high level of analytical ability required to identify, develop, and select alternative solutions to complex issues.
  • Must possess strong project management skills and the ability to communicate, motivate, and organize multiple projects and personnel, frequently under deadline pressure.
  • Ability to respond in a flexible manner and reprioritize work as situations change. Ability to demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns.
  • Ability to maintain the security of sensitive and confidential information.
  • Ability to use standard office equipment including, personal computer and associated hardware and software, telephone, copier, calculator, and fax. Skill in using various software packages, including Microsoft Office.

Required Education and Experience:

  • Bachelor's degree from an accredited college or university with major coursework in public health, community health education, epidemiology, nutrition, or related field required. Ten (10) years progressively responsible experience in health promotion or other related public health fields; five (5) years of the required experience must be at a managerial level with supervisory responsibilities.
  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:

  • Master's degree from an accredited college or university with major coursework in public health, community health education, epidemiology, nutrition, or related field.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs; some travel may be required. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty (60) days of hire date.
