Job Description
The purpose of this position is to oversee the technical support and service operations and functions within the City.
Essential Duties And Responsibilities
  • Identifies and recommends upgrades and changes to hardware and software, maintaining efficient and effective operations in the City.
  • Executes the hiring, training and overseeing of IT staff.
  • Maintains knowledge of trends and developments in information technology, alerting senior staff of the effects widespread software and hardware revisions, changes, and discontinuation will have on the City’s systems and operations.
  • Handles discipline and termination of employees in accordance with policy
  • Oversees and facilitates the installation and maintenance of IT systems, hardware, and software.
  • Ensures IS-related projects and tasks are completed within specifications, on time, and within budget.
  • Provides constructive and timely performance evaluations.
  • Facilitates and oversees the technical support and helpdesk roles, ensuring effective and helpful support is provided to end users.
  • Coordinates and schedules large-scale software and hardware installations.
  • Analyzes software and hardware needs for the City.
Supplemental Functions
  • Performs other similar duties as required.
Knowledge

  • Technical support
  • Knowledge of computer software, hardware, and procedures
  • Knowledge of technology innovations and trends
  • Methods, tools, and techniques of testing, troubleshooting, problem solving, and maintaining hardware and software related to computers, mobile devices, audio visual, network, and communication systems.
  • Knowledge of IT best practices, policies and regulations
Licensing And Certifications
  • Valid North Carolina Driver’s License.

Working Conditions / Physical Requirements
  • Incumbents may be subjected to wetness and/or humidity, extreme temperature.
  • Positions in this class require: standing, walking, sitting, talking, hearing, fine dexterity, reaching, pushing/pulling, lifting, vision.
  • Light Work: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly and/or walking or standing to a significant degree.

Required Experience
  • Municipal government experience preferred.
  • Bachelor’s Degree in Computer Science, Information Technology, or other related field of study from an accredited college or university, with at least five (5) years of relevant and supervisory experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
