Job Description
Purpose
The purpose of this classification, under general direction, is to perform responsible supervisory duties in directing the survey crew and AutoCADD technicians; compile field data necessary for investigations, design, construction, and maintenance of municipal facilities and properties; and perform and/or review all surveys and legal descriptions pertaining to City property and all private development within the City. Minimum Qualifications
Education, Training and Experience - Bachelor's degree in surveying, engineering, or related field; supplemented by at least 5 years of professional surveying experience in a charge position. Must be a certified professional surveyor and mapper.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Provides supervision over survey crews and AutoCADD technicians. Supervisory duties include instructing, assigning, and reviewing work of subordinates, maintaining standards through the effective coordination of activities, and handling basic personnel-related issues such as hiring, training, disciplinary action, etc.
Evaluates current and future needs pertaining to survey hardware and software.
Prepares and/or reviews surveys and legal descriptions for annexations, right-of-way acquisitions for all City departments and divisions for vacating right-of-ways and easements.
Researches and prepares abutters and adjoiners list for rezoning applications. Researches and prepares legal descriptions for City liens.
Updates and maintains corporate limits legal descriptions as well as zoning district boundaries and descriptions.
Prepares and reviews information for City Commission actions. Conducts field inspections and responds to citizens" complaints.
Reviews subdivision plats to ensure conformance to state statutes including field inspections. Reviews surveys submitted by developers for City approval including field inspections.
Maintains current records, drawings, maps, and data files related to municipal facilities. Prepares annual budget for surveying needs.
Prepares and reviews contracts for consulting surveyors. Oversees and reviews consulting surveyor"s field and office work.

Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions. Ability to deal with several concrete and abstract variables, and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
ADA COMPLIANCE
Physical Ability: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combinations of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, and/or pulling of objects and materials of moderate weight (12- 20 pounds).
Sensory Requirements: Tasks require visual and auditory perception and discriminations, and oral communications ability.
Environmental Factors: Tasks may risk exposure to extreme heat/cold, wetness, humidity, dust, pollen, dirt, construction hazards, etc., on job sites.
PERFORMANCE INDICATORS
The work performance of supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:
Knowledge of Job: Is knowledgeable in the methods, policies, and procedures of the Department pertaining to specific duties of the City Surveyor. Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the City and of related departments and agencies. Has the ability to comprehend, interpret and apply regulations, procedures and related information. Understands the principles of managing and supervising a staff and is capable of performing responsible supervisory duties in directing the survey crew and AutoCADD technicians. Has the technical and professional skills related to survey work to compile field data necessary for investigations, design, construction and maintenance of municipal facilities and properties. Understands the survey process and is able to perform and/or review all surveys and legal descriptions pertaining to City property and all private development within the City. Has knowledge of and skill in computer-aided design techniques. Has knowledge of office practices and equipment. Has knowledge of proper English usage, vocabulary, punctuation, and spelling; has knowledge of basic mathematics. Is able to type accurately at a rate sufficient for the successful performance of assigned duties. Knows how to operate and maintain a variety of office equipment as necessary in the performance of daily activities. Is skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence. Is able to read and interpret various materials pertaining to the responsibilities of the job. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine and non-routine tasks. Has the ability to plan, organize, and prioritize daily assignments and work activities. Is able to offer assistance to fellow employees as necessary. Has the ability to learn and utilize new skills and information to improve job performance and efficiency.
Knows how to perform duties in a courteous manner and with the utmost integrity in the best interest of the public. Has the mathematical ability to handle required calculations.
