Job Description
Job Purpose: Follows the directive of the Texas Rising Star (TRS) initiative in order to improve the quality of childcare throughout the 14-county region. Based on assessments performed and TRS guidelines, works with and mentors TRS childcare providers in order for them to obtain their initial TRS certification, maintain current certifications or achieve a higher level of certification.   • Ensure childcare providers meet TRS certification requirements by preparing assessments to guide the potential TRS providers through the phases of TRS certification and final TRS certification. 5%
  • Ensure childcare providers meet TRS certifications requirements by providing technical assistance and model developmentally appropriate practices to directors and assistant directors at each child care center in the TRS certification process; providing required on-site hours per childcare provider per month until TRS certification is obtained; following up with childcare provider director after the TRS assessor completes the various TRS assessments; creating a plan consisting of goals and expectations for providers to follow until TRS certification is achieved; developing instructional materials, training certificates, sign-in sheets and evaluations for workshops/training given to directors, assistant directors or provider staff. 35%

  • Promote the expansion and improvement of TRS providers in the Workforce Solutions East Texas (WSET) Board's 14 county region by working in close coordination with the Team Leader, co-workers, WSET Child Care contractor and community partners to recruit childcare center directors who currently are not TRS providers and assess and identify steps current TRS providers can take in order to maintain or increase their TRS levels of certification. 5%
  • Ensure program compliance and enhance the quality of childcare providers by interpreting state TRS guidelines in the development of local TRS policies; Assisting Directors through the TRS certification process; Assisting in the creation of a network of directors; Providing directors with ongoing support, continued professional development and opportunities to take a leadership role in the field of early childhood education; Conducting a desk review in preparation of a TRS monitoring; Providing training on achieving the goals and expectations of the TRS program. 10%
  • Ensure program compliance and enhance the quality of childcare providers by conducting initial or on-going assessments of providers who are seeking TRS certification or are TRS certified; interpreting state TRS guidelines in the development of local TRS policies; assisting Directors through the TRS certification process; assisting in the creation of a network of directors; providing directors with ongoing support, continued professional development and opportunities to take a leadership role in the field of early childhood education; conducting a desk review to ensure familiarity with provider and prepare for the formal assessment; assisting with region wide trainings for providers. 10%
  • Ensure status updates and program coordination by submitting weekly reports to the WSIT Team Leader detailing provider's status related to the TRS certification process and coordinating with Assessor regarding instructional materials, equipment and other related items beneficial to providers throughout the TRS certification process. Degree must be in early childhood education, child development, special education, child psychology, educational psychology, elementary education or family consumer science; or possess 18 credit hours in those areas with at least 12 of these hours in child development; or associate's degree with two years' experience as a director in an early childhood program, with preference given for required experience with a provider that is accredited or TRS certified. Must be able to obtain 20 hours of annual professional development and continuing education consistent with child care licensing minimum training requirements for a center director. Education: Must meet one or more of the three following education criteria: Bachelor's Degree in early childhood, elementary or special education, child development, child or educational psychology, or family consumer science. Bachelor's Degree including 18 hours in areas listed above, with at least 12 of the 18 hours in child development. Associate degree in early childhood, elementary or special education, child development, child or educational psychology, or family consumer science with two years' suitable experience in an early childhood program with preference given for experience with a program that is accredited or TRS certified. Additionally, must be able to obtain 36 hours of annual professional development and continuing education consistent with TRS training requirements for a center director; ability to complete the TRS certification course and pursue TWC's coaching micro-credential requirements. Skills and Abilities: Detail oriented with strong oral and written communication skills, strong record keeping skills, and the ability to relate to individuals from culturally diverse backgrounds; exceptional interpersonal skills; ability to establish and maintain positive and cooperative working relationships with a variety of personalities; the ability to work effectively as a member of a team, the ability to analyze data and pay attention to detail; the ability to interpret policies, procedures and regulations and explain them to others; ability to work over the standard 40 hour work week and weekends on occasion as needed; must be able to travel over 90% of the time mostly in the 14-county region and some out-of-region training. Other: Valid driver's license and a safe driving record.
