Position Summary. The Chief of Staff plays a key role in implementing the vision and strategic efforts of Jubilee’s Executive Director. Key areas of focus include government relations, organizational policy, and executive communications to staff and key constituents. The Chief of Staff is a member of Jubilee’s Executive Team and oversees the Jubilee’s advocacy efforts, housing program, outreach to underserved communities, and admissions. Strong written and spoken communication, good judgment, empathy, and attentiveness to detail are central to this role. This is a full-time salaried/exempt position reporting to the Executive Director and staring at $90,000 - $105,000 per year, contingent on experience.
- Lead the strategy and coordination of service entry points to Jubilee through admissions, housing supports, and outreach to underserved communities.
- Anticipate and proactively identify ways to enhance the effectiveness of Jubilee’s Executive Director and the organization as a whole in carrying out Jubilee’s mission.
- Other duties as assigned.
- Supervise the Housing Support Manager, Admissions Manager, Breaking Barriers Manager, and Executive Assistant to the Executive Director. Coordinate efficient operations and quality public engagement among supervised staff and teams.
- Serve as the lead editor (and writer when appropriate) of organizational policies and procedures, role descriptions, and guides, ensuring clarity, simplicity, consistency, and readability for staff and other intended audiences.
- Cultivate and maintain relationships with Maryland and Montgomery County public officials and partnering organizations (i.e., The Arc, Maryland Association of Community Services, Montgomery County Housing Opportunities Commission, Disability Rights Maryland). Ensure coordination of communication and advocacy from all Jubilee employees, including the Executive Director, Chief Operating Officer, Housing Support Manager, and Breaking Barriers Manager.
- Collaborate closely with the Executive Director on strategic projects with an emphasis on government relations, organizational policy, and executive communications to staff and key constituents.
- Support the Executive Director’s written communications to Jubilee staff and other constituents.
- Work with Jubilee’s Communications and Development Department to ensure that all interactions with public officials and other key constituents are recorded in Jubilee’s CRM database (Bloomerang).
- Be a team player across the organization, assisting others with large meetings, major projects, or occasional backup during absences.
- Lead Jubilee’s government relations and advocacy efforts in the areas of person-centered services, affordable housing for people with disabilities, and service accessibility for underserved communities. This includes ensuring cohesive and compelling messaging in coordination with the Executive Director, Jubilee’s Communications and Development Department, Jubilee’s Breaking Barrier’s program, and Jubilee’s housing team.
- Delegate to and provide supervision of the Executive Assistant to the Executive Director. Ensure that the Executive Assistant is supporting the efficiency and effectiveness of the Executive Director and Chief of Staff with regard to email inboxes, calendars, phone messages, to-do lists, travel logistics, Board and other meeting materials.
- Exceptional written and verbal communication and interpersonal skills.
- Advanced reasoning abilities and good judgment.
- Training and experience related to diversity, equity, and inclusion work.
- Five+ years of professional experience in public/government relations, non-profit administration, or communications.
- Very strong technology skills to effectively use Outlook, Word, PowerPoint, Excel, Acrobat, and cloud-based databases.
- Bachelor’s degree.
