Job Description

Summary

The CEO is responsible for directing and administering the total operation in accordance with policies, guidance, and decisions established by the Board of Directors operating under the laws of Florida thereof, as well as federal and state policies rules and regulations. The CEO is assisted by the staff under his/her direct and indirect supervision. The CEO is hired by, reports to, works under the direction of the Board of Directors and is evaluated by the Executive Committee in performing the following duties.

Essential Duties and Responsibilities include the following. Other duties may be assigned.


Plans, directs, and coordinates the activities and personnel. Directs personnel by assuring that policy formulation and implementation is consistent with overall policies and objectives.


Establishes, develops, and maintains productive working relationships with Emergency Management, partners, Board Members, Volunteer leadership and other community agencies.


This position requires extensive interpersonal and communication skills and the ability to interact with such diverse groups as government officials effectively, elected representatives, corporate executives, business leaders, and other non-profit organizations, the media, volunteers, partners and other constituencies.


Supports and coordinates studies to evaluate the quality and efficiency of existing policies and programs. Plans for the efficient and effective use of program resources.


Serves as the primary spokesperson and advocate for business.


Coordinates the development of the annual budget in consultation with the Treasurer. Develops the overall estimates for revenue and expenses and assists with the presentation of the proposed budget to governance. Directs expenditures and budget consistent with goals and objectives, revenue, program requirements, and program improvement expectations.


Establishes and maintains relationships with federal, state, and local government officials regarding all phases of Emergency Management.


Directly supervises the Programs, Services and Grants Manager, the VISTA Supervisor, the Finance Support Manager, and Volunteers in Service to America (VISTA) members, oversees employment and evaluation of all personnel.


Directs and participates in all planning processes, including the preparation of information reflecting the strategic environment within which the organization operates.


Ensures that an appropriate and effective process to allocate, monitor and account for funds made available through all sources is in place and meets acceptable standards.


Assists in the recruitment, orientation, and development of effective Volunteer leaders to fulfill governance and leadership functions and support their participation in policy, programmatic or technical committees.


Periodically evaluate the organization’s structure (including position descriptions and salary ranges). Make recommendations to governance within constraints of available funding and marketplace requirements.


Provide staff development opportunities for all personnel.


Supports the Board of Directors in identifying new sources of funding, which may include foundations, grants, fundraising events, government support and earned revenue.


Reviews insurance programs such as liability and Directors & Officers' insurance. Recommends and implements programs and policies to minimize loss, such as avoidance, loss prevention and reduction and grouping of exposure. Manages policy renewals, claims, issuance of certificates, budget planning, and risk minimization programs.


Ensures the preparation of plans and its partners that outline operating procedures to be used in response to disasters or emergencies, such as hurricanes, nuclear accidents, and terrorist attacks, and recovery from these events in support of Emergency Management. Proposes alteration of emergency response procedures based on technological changes, and/or knowledge gained from outcomes of previous emergencies.

Supervises the Director, Operations & Readiness, VISTAs and oversees other personnel. Is responsible for the overall direction, coordination, and evaluation of staff. Carries out supervisory responsibilities in accordance with policies and applicable laws. Responsibilities include interviewing, hiring, terminating, and training employees & VISTAs, which provides for the professional development of personnel; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

Fifth-year college or university program certificate; Education must be in the field of Non-profit Management, Business, Public Administration or Emergency Management or ten years related experience and/or training. Experience must include responsibility for budget preparation and management, and/or training; or equivalent combination of education and experience sufficient to successfully perform the essential functions of the position. A minimum of five years of work experience in program management, including at least three at the supervisory level.
