JPI is seeking a Human Capital / Change Management Consultant to assist the U.S. Coast Guard with a large-scale government-wide organizational transformation. The Project Management Consultant will be a member of a team providing project management, human capital management, change management, communications, and data analysis support to a federal client. The successful candidate will have 10+ years of experience implementing and managing federal programs, developing project management tools, as well as interacting with high level federal clients. Thought leadership, critical thinking, clear written and oral communication skills are a must. Must be a self-starter with the ability to work effectively independently and in team settings to include close collaboration with program managers and client personnel.

Responsibilities Include:

  • Support organizational change management initiatives.
  • Create project status briefings and reports.
  • Participate in program management working sessions and support program managers in executing day-to-day project management activities.
  • Assess and develop improvement recommendations for government policy, regulations, and directives.
  • Facilitate interagency meetings and workshop sessions with stakeholders.
  • Identify risks to project progress and develop risk mitigation strategies.
  • Develop and maintain project plans, Work Breakdown Structures (WBS), Plan of Actions and Milestones (POAM), and integrated master schedules (IMS).
  • Assess and develop improvement recommendations for business processes.
  • Review work products for completeness, quality, and adherence to customer requirements.
  • Support Human Resource Management process improvement initiatives.
  • Manage projects of high complexity and to direct the completion of projects within estimated timeframes and resource constraints.
Requirements:

Qualifications

  • BA/BS with 6+ years of relevant experience or MA/MS with 5+ years of relevant experience
  • Understanding of developing project management methodologies (AGILE processes, best practices, tools, and templates).
  • Ability to obtain a Public Trust Clearance
  • Proficient in the following Microsoft applications: Word, Excel, PowerPoint, Outlook, Planner and SharePoint.
  • Proven ability to support multiple projects and deliverables simultaneously in a deadline driven AGILE-sprint framework.
  • Ability to communicate effectively, both orally and in writing.
  • Excellent written and oral communication skills
