Job Description
Duties


The CBP Watch maintains global situational awareness of CBP employees and activities with 24/7, comprehensive situational awareness of the intelligence and operational environments, and provides the Office of the Commissioner, CBP's front line leadership and operators, the Department of Homeland Security (DHS) and the whole-of-government a complete, accurate, and timely operating picture that serves as the foundation of communications and information for and within the national border security environment.


Additional Responsibilities Are, But Are Not Limited To, The Following


The incumbent serves as a Watch Officer, supporting the CBP Watch to ensure the accurate and timely reporting of significant incidents to senior CBP Watch management and DHS personnel, and ensures applicable procedures and reporting protocols are followed during normal Situation Room operations, and guidelines and processes are operable.


  • Monitor, develop, and present reports on CBP's personnel tracking functions and social media content in order to conduct analysis and ensure the safety of all personnel worldwide.
  • Manage mission-specific projects that may include enforcement operations, intelligence collection and reporting, administrative and logistical support, as well as developing training programs by assisting in the development, implementation, and evaluation of new CBP policies, program operations, and innovative procedures and techniques.
  • Conduct daily intake of information, and monitors and reports field situations such as reports, seizures, and technology disruptions to the attention of CBP's senior leadership.

Conditions of Employment


  • Must be a current permanent Federal employee
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications


Qualifications required:


  • Knowledge of the principles of intelligence research, threat analysis, and operational use of intelligence information and products.
  • Non-CBP employees must ensure they hold a Tier 4 Background Investigation (BI); interested participants should reach out to their agency's local Security Officer, prior to applying, to ensure they hold a Tier 4 BI.
  • Knowledge of the operation of an intelligence program and how it relates to the national intelligence activity, and an understanding of the functions and operations of other federal intelligence entities as they relate to national infrastructure protection.
  • Required to hold and retain a Secret-level clearance for the duration of the assignment.
  • Occasional travel may be required.
  • CBP employees are required to utilize their CBP issued laptops and cell phone (if necessary) for the duration of the assignment. Non-CBP employees should coordinate with their Local Property Officer to ensure the availability of laptop/phone, if selected.
  • This is not a virtual assignment and may require weekend and shift work.
  • Employees within series 1895 or 1881 may be eligible to apply for OS JDA assignments after reaching their journey level/full-performance level or after reaching their Law Enforcement Officer (LEO) occupational series requirements.
  • Ability to effectively communicate and coordinate written presentation with other agencies.
  • Ability to initiate plans and implement new directives and procedures.
  • Knowledge of an Incident Command structure, mission, and related processes.

  • DHS does not offer any additional benefits beyond that which the Federal employee is already receiving.


If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.


Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
  • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
