Job Description
JOB DESCRIPTION

Please note: The City of San Luis Obispo is currently offering a lump-sum incentive for most positions which may be valued up to $5,000 and in addition the City is also honoring service credit towards vacation accrual for completed public sector years of service.

JOB SUMMARY:
Performs a variety of professional assignments related to the City’s Cannabis Program, including compliance, issuance, and oversight of all cannabis permits and permit processes; coordinating and supporting the cannabis-related activities of various City departments; updating the City Council on implementation and modifications of the Cannabis Program; and monitoring and overseeing compliance with relevant local, state, and federal rules and regulations.

CLASS CHARACTERISTICS:
This single-position classification is assigned a specific range of cannabis business-related work that generally includes difficult and complex projects with great latitude for initiative and independent judgment.

SUPERVISION RECEIVED AND EXERCISED:
Employees in this classification receive general supervision within a framework of standard policies and procedures. May monitor and direct the work of professional, technical, and clerical staff in the accomplishment of specific projects.

EXAMPLES OF DUTIES

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

  • Develops, evaluates, recommends, and implements policies and procedures for the regulation of cannabis in the City.
  • Designs, develops, and implements cannabis economic development, business retention, expansion, and targeted outreach consistent with the Cannabis Program goals and City Council direction.
  • Monitors and oversees compliance with local, state, and federal rules and regulations; collaborates and coordinates with regulatory agencies; remains educated regarding relevant cannabis policies, rules, and regulations; evaluates and implements mandatory or best practices.
  • Prepares and provides an annual update to City Council on the overall implementation of the Cannabis Program; receives direction from City Council on program policy directives; returns as directed to present program updates and modifications.
  • Prepares and recommends changes to the City Municipal Code, Operator Permit Process, and Cannabis Application as it relates to the Cannabis Program.
  • Manages contracts and oversees the work of consultants involved in providing support services for the operation of the Cannabis Program.
  • Prepares long-term revenue forecasts for Cannabis revenue streams, including Cannabis Fees and Cannabis Business Tax; monitors the revenues for each fiscal year.
  • Initiates and presents policies, projects, and recommendations to the Cannabis Steering Committee, City Council, and other boards and commissions as needed.
  • Coordinates and supports cannabis-related activities across various City departments; leads the Cannabis Steering Committee and Cannabis Team to implement the Cannabis Program.
  • Performs related duties similar to the above in scope and function as required.
  • Coordinates and resolves cannabis operator permit holder requests and issues in regard to the Cannabis Program and cannabis regulations; maintains ongoing partnerships with cannabis operator permit holders.
  • Identifies and pursues grants and funding opportunities that leverage City resources for the Cannabis Program and/or cannabis operations; oversees administration of cannabis grants and contracts.
  • Plans, coordinates, organizes, develops, and implements the City’s Cannabis Program.
  • Performs compliance, issuance, and oversight of all cannabis permits and permit processes related to the Cannabis Program, including coordinating, leading, and administering cannabis application permit processes, issuing cannabis operator permits, and conducting the annual operator permit renewal process.
KNOWLEDGE AND ABILITIES :
Knowledge of:
  • Purposes, policies, and procedures of the City Council, Planning Commission, and other agencies concerned with public planning and community development.
  • Program management, organizational, and administrative techniques.
  • Principles of economic development, economic forecasting, and data modeling.
  • Principles of public administration, public policy, and public information.
  • Techniques for effectively representing the City in contacts with government agencies, community groups, and various business, professional, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service to the public and City staff, in person and over the phone.
  • Land use, zoning, and General Plan principles and methods.
  • Local, state, and federal laws regulating cannabis policy and enforcement.
Ability to :
  • Evaluate program policies and procedures to identify and implement improvements.
  • Must possess mobility to work in a standing office setting, to use standard office equipment, and to move between various office and meeting locations; strength to lift and carry office materials weighing up to 10 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, over the phone, and before groups.
  • Prioritize and coordinate the work of self and others in a deadline and project-oriented environment.
  • Prepare accurate and effective reports, policies, procedures, and other written materials.
  • Use sound, independent judgment within general legal, policy, and procedural guidelines.
  • Maintain effective relationships with a wide range of community, business, and special interest groups.
  • Make effective presentations to City Council, commissions, community and business organizations, and other stakeholders regarding City cannabis policy and the City’s Cannabis Program.
  • Deal tactfully, patiently, courteously, diplomatically, and persuasively with the public.

TYPICAL QUALIFICATIONS

EDUCATION AND EXPERIENCE:
Graduation from a four-year college or university with a bachelor’s degree in public administration, urban planning, or a closely related field.

Three years of increasingly responsible administrative experience, including one year of professional planning experience or one year coordinating a public-sector cannabis program.

An equivalent combination of education and experience.
POSSESSION AND MAINTENANCE OF:


  • A valid California class C driver's license and a satisfactory driving record.

Retirement: California Public Employee's Retirement System (PERS). The City participates only in the medicare portion of Social Security.

Health: the City has a cafeteria plan for health, dental and vision insurance and contributes towards medical insurance. Employees may choose from several health insurance options. There are also two dental plans to choose from. See the Benefits Summary link to determine the contribution amount.

Life and Accidental Death and Dismemberment (AD&D) Insurance: group term life and AD&D insurance is provided for all regular employees. The amount of coverage varies depending on the classification. Employees may purchase additional life and AD&D insurance for themselves and their dependents.

Vacation: employees receive 12 days per year increasing to 20 days after 20 years.

Holidays: employees receive 12-13 days per year depending on the classification.
