Position:Business Process Analyst

Duration: 3 years

Location: Carson City, NV (50%remote)

The Nevada Department of Motor Vehicles (DMV) is undertaking a multi-year comprehensive transformation of its systems, environment, and business structure. DMV is emphasizing a complete overhaul of service offerings that focus on a new way of business. Centered around an online strategy wherever possible, this customer-focused model will be the “North Star” for all efforts. This position is needed to support this transformation and will work in one or more key initiatives under the overall program.

The key initiatives are:

·Program Organization;

·Customer Experience Transformation;

·Data Cleansing;

·Finance and Accounting Transformation;

·Driver Licensing/Credentialing Transformation;

·Titling/Registration Transformation;

·Compliance/ Enforcement and Motor Carrier Transformation.

Scope of Work

·Participate as a scrum team member in an Agile implementation of a cloud-based solution.

·Document changes and follow protocols established by Nevada DMV.

·Follow guidelines established by Nevada DMV.

·Must be able to analyze business processes and gather business rules without documentation.

·Must be able to elicit and document business and functional requirements, test scripts, and training requirements.

·Must be able to define and implement a solution to a given problem that requires an individually tailored response for end-user requirements.

·Facilitate and participate in business requirements and process review sessions for the assigned program area or sprint.

·Work with different user/user groups to gather and document business rules.

·Document the changes needed.

·Coordinate with DMV Stakeholders and Vendors in the assigned program area.

·Test systems functionality by preparing test plans and participating in quality assurance.

·Analyze transition from manual testing to partially automated testing during the transformation effort.

·Communicate with testers and MVIT through the testing and transformation processes.

·Follow up with testing to make sure changes are working well and does not have any other negative impact to performance.

·Provide status reports as required by DMV personnel.

·Special Project tasks within assigned program area.

Deliverables

·Provide business and functional requirements for assigned program area improvements prior to each vendor lead sprint.

·Approve test scripts prior to promoting changes based on vendor lead build cycles after each successful sprint.

·Provide training requirements for end-users.

·Weekly status reports to include, but not be limited to:

·Problems that were encountered and proposed/actual resolutions;

·Issues that need to be addressed;

·Accomplishments during the period; and

·Activities to be accomplished during the next reporting period.

Experience and Skills Required

·Must have BA in Business Management, or PMP certified, or a combination of related education and experience

·Participate in overall project implementation utilizing best practices in strategic planning, development, and implementation

·Information and logistics management

·Manage/mitigate risks and issues and take corrective action

·Develop, maintain, and update business and functional requirements

·Align the deliverables to the DTE project plan and the desired outcome

·Create and maintain project documentation

·Excellent analytical and communication skills required to effectively work in the field of applications development and maintenance

·Excellent at Understanding Integration Technologies and Domains and work flows

Education Required:

·Must have a Bachelor’s degree in computer science, or any other equivalent degree with a minimum of five (3) years of business analyst experience and project management.

·Ideal candidate will be PMP certified.
