Job Description

General Summary:


Reporting to the Business Development Director, the Business Development Manager will support our client’s business development division and technical departments to win new business by managing capture planning and proposal development for proposals to USG donor. The Business Development Manager ensures the development and timely delivery of competitive, responsive, and persuasive proposals, develops partnerships and client relationships, and supports capture efforts. The Business Development Manager works with regional teams on key business development functions, ensuring consistent application of business development structure and processes and adherence to business development policies and procedures.


Responsibilities:


  • Guide and support proposal teams through corporate-level reviews and decision gates.
  • Write and/or edit proposals sections, including corporate capabilities, staffing, management, past performance, and others.
  • Support consistent application of proposal management best practices and coach regional and proposal teams on the company business development process, ensuring key milestones are met and deliverables completed.
  • Organize and lead post-proposal after action reviews.
  • Travel to developing countries as required, up to 25% of the time.
  • Manage proposal teams on assigned bids, working with the proposal lead to ensure the team is adequately resourced, all deadlines are met, and the entire proposal (technical and cost) is responsive to the solicitation and fully compliant to company standards and donor requirements.
  • Oversee preparations for proposal production and submit proposals to the client.
  • Lead proposal/capture teams through corporate-level reviews and decisions-gates, adhering to established policies and protocols.
  • Facilitate responsive solution design and ensure design is reflected in the technical and cost volumes.
  • Ensure agreements are formalized with partner and resource organizations, communicate process and deliverables to all institutional partners, and ensure partner documentation is complete, responsive, and accurate.
  • Lead reviews of technical and cost volumes, schedule reviews, and assemble and organize review documents.


Qualifications:


  • Excellent writing skills, including demonstrated experience contributing to proposal writing or other business development deliverables.
  • Prior experience contributing to proposals for U.S. government agencies (e.g., USAID, MCC, and CDC).
  • Experience working on donor-funded health programs a plus.
  • Knowledge of business development processes, standards, and practices.
  • Strong communication and presentation skills, and ability to facilitate effective meetings.
  • Ability to cultivate and maintain professional relationships with colleagues throughout companyand contacts in donor and peer organizations is required.
  • Fluency in English language required, fluency in additional languages a plus.
  • Strong computer skills in all Microsoft applications, particularly Word and Excel.
  • Experience writing first drafts of USAID proposal subsections, such as key personnel.
  • Experience as a proposal manager on complex headquarters-led bids over 10M for USAID or other donors.
  • Minimum of 5 years of relevant professional experience, at least two of which include business development for international donor-funded programming.
  • Strong leadership skills with the ability to manage teams efficiently and effectively in a high pressure, deadline-driven environment.
  • Bachelor’s degree.
