MajorDuties
As a Budget Analyst you will: Perform a variety of complex budget duties, utilizing professional knowledge of budget principles and procedures in carrying out assignments. Perform budget development, formulation and/or execution functions for assigned programs or administrative budget areas. Monitor, review and reconcile commitments, obligations, reimbursable orders, etc. Assure obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Identify potential issues and provides recommendations for resolution of budgetary problems. Work with managers and program specialists in the development of annual work plans and schedules for the execution of approved budgets. Recommend reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and unanticipated expenses. Provide support to managers and program specialists in the budget formulation process. Assist in the development of budget estimates and justifications and to identify operating costs. Maintain complex databases, registers, and other budget tracking systems employed by the organization. Track obligations, expenditures and the flow of funds. Ensure fund availability for the processing of obligating documents. Interpret complex regulations, directives and policies and provides authoritative advice and assistance to program managers. Analyze the impact of new or proposed legislation on the organization's budget. Compile data and prepare a variety of ad hoc and reoccurring reports and analyses related to financial management issues such as the status of funds, obligations, FTE usage, etc.

Requirements

Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-11 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience performing a variety of budget duties/functions for an organization, such as, budget development, formation and reconciliation. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.
