Job Description

This position is located in the Office of Government Ethics, Board of Ethics and Government Accountability (BEGA), an independent organization responsible for administering the Code of Conduct applicable to all District government employees; receiving, investigating, and adjudicating violations of the Code of Conduct; training District employees on ethics standards; issuing rules and regulations governing District employees and public officials; administering the financial disclosure and lobbyist registration systems; and providing formal and informal ethics advice. The mission of the Board of Ethics and Government Accountability (BEGA or Ethics Board) is to foster high ethical standards for District government employees and strengthen the public’s confidence that the Government’s business is conducted with impartiality and integrity.

This position serves as Auditor under the direct supervision of the Chief of Staff and is responsible for conducting independent audits of financial and accounting records and/or documents primarily related to Lobbyist Registrations; Lobbyists Activity Reports (LAR); and Financial Disclosure Statements (FDS) filed by employees and elected officials. The Auditor administers the audits to determine compliance with the Government Ethics Act of 2011 as amended, and its implementing regulations found at Title 3, "Elections and Ethics" of the District Municipal Regulations.

Duties & Responsibilities

Conducts audits of financial records associated with financial disclosure fines, lobbyist registration fees and fines, and ethics misconduct fines. Tracks the collection of fines by maintaining internal records and coordinating with the Office of the Chief Financial Officer. Plans and conducts periodic and full field audits of the financial reports, statements and records of Financial Disclosure Statement filers and Lobbyist Registrants to determine compliance with the Government Ethics Act of 2011 and related regulations, the reasonableness of the accounting, the adequacy of evidentiary material, and other aspects impacting the accuracy of the filings submitted with BEGA. Interprets a full range of policies, laws and regulations pertaining to FDS and LAR audits and gives technical advice; represents the agency in contacts with D.C. Government officials, officials of other agencies, audit organizations, and outside groups to explain the development and use of FDS and LAR Audit Guidelines and procedures; and the guidance developed becomes BEGA's position regarding specific cases and adds to the body of interpretative material concerning FDS and LAR auditing and accounting principles.

Reviews audit reports and evaluates the effectiveness of the application of Parts D and E of the Government Ethics Act of 2011 and related regulations; develops procedures and instructions covering the audit selection process and develops revisions to the agency's audit policies. Researches technical problems and answers specific questions related to FDS and LAR audits. Provides a uniform application of audit principles and practices to specific audit circumstances often relating to complex issues. Maintains audit work papers and files. Prepares statistical and other reports for the General Counsel and the Director of Government Ethics for presentation at BEGA's monthly Board Meetings and appears at such meetings prepared to answer any questions from the Board related to such reports. Writes and periodically updates department Cash Receipt policies and procedures. Writes and periodically updates department audit procedures for management approval in conformity with Generally Accepted Government Auditing Standards (GAGAS). Serves as the primary audit and financial liaison.

Qualifications & Education

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

AND

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
